Regarding this issue, LawNet would like to answer as follows:

1. Functions and tasks of the Vietnam Fund for Safe Water and Environment Protection

- To build, manage, and organize the implementation of sponsored activities, programs, and projects according to the mission, principles, and purposes of the Vietnam Clean Water and Environment Association and the Fund Charter approved by the competent state agency.

- To make grants in accordance with the Fund's principles, purposes, and tasks to the right subjects and to specific addresses as authorized by sponsoring organizations and individuals.

- Select donors and contribute to the Fund in accordance with the Fund's principles and functional purposes.

- To guide and advise organizations and individuals that receive funding from the Fund or contribute to the Fund in accordance with the provisions of the Law.

- To use assets and finances in accordance with the principles and purposes of the Fund; pay taxes, fees, and charges; implement accounting, auditing, and statistical regimes in accordance with law; and provide necessary information to functional agencies upon request.

- To keep and publicize files, vouchers, and documents on the assets and finances of the Fund; resolutions and minutes on the Fund's activities in accordance with law.

- When there is a change in the head office, the President, director, and Chief Accountant of the Fund must report to the competent state agency for permission to establish the Fund, the Vietnam Clean Water and Environment Association, the state management agency in the fields in which the Fund operates.

2. Powers of Vietnam Fund for Safe Water and Environment Protection

- To have the right to have relations with organizations and individuals at home and abroad to mobilize and receive funding; promote and receive preferential credit sources for the implementation of programs and projects in order to contribute to the socialization of clean water and environmental protection. To publicize revenues, expenditures, and the use of the Fund's financial sources.

- To participate in and coordinate with State agencies in implementing schemes, projects, programs, and national targets on clean water and environmental protection. To join international organizations in accordance with the law

- To have the right to cooperate with branches, localities, organizations, and individuals in need of assistance to coordinate in building and mobilizing financial resources for programs and projects on clean water and environmental protection.
in accordance with the operating principles and purposes of the Fund and the Vietnam Association of Clean Water and Environment.

- To be entitled to complain and denounce according to the provisions of law and to be subject to inspection, examination, and supervision by state agencies, sponsoring organizations, individuals, and the community in accordance with law.

- To exercise other rights and obligations as prescribed by law.

3. Organization of the Vietnam Fund for Safe Water and Environment Protection

- Management board.

- Director of the Fund.
