Position and functions of the Natural Resource and Environment Communication Center in Vietnam

The Natural Resource and Environment Communication Center (hereinafter referred to as the Center) is a public service provider under the Ministry of Natural Resources and Environment; is responsible for implementing communication and propaganda work in the fields of state management of the Ministry of Natural Resources and Environment; carries out communication and consulting activities on resource and environmental communication.

The Natural Resource and Environment Communication Center is a budget estimate unit level III, with legal personality, its own seal, and separate accounts. The Center has its headquarters in Hanoi.

Tasks and powers of the Natural Resource and Environment Communication Center in Vietnam

The Natural Resource and Environment Communication Center has the following tasks and powers:

- Develop and propose to the Minister strategic plans, long-term, medium-term, and annual plans for the construction and development of the Center, as well as programs, projects, and tasks related to communication of natural resource and environment, as assigned by the Minister; organize implementation after approval.

- Organize communication and dissemination activities to promote policies and laws on natural resources and environment to ministries, central authorities, localities, organizations, individuals, and businesses, as assigned by the Minister.

- Monitor, compile, process information, evaluate public opinion, promptly report, and provide advice for the leaders of the Ministry on communication work; coordinate press conferences, provide information, and consult the community on natural resources and environment.

- Take the lead in coordinating with press and media agencies to organize communication activities on natural resources and environment; take charge of organizing and disseminating television programs, audio-visual materials, and other communication products on natural resources and environment.

- Take the lead in coordinating with political-social organizations, social-professional organizations, and religious organizations to implement communication activities, raise community awareness of natural resources and environment.

- Organize and implement communication and dissemination activities on resources and the environment in inter-ministerial resolutions, programs, and regulations on coordination between the Ministry of Natural Resources and Environment and political-social organizations, social-professional organizations, and media agencies.

- Organize events, awards, competitions, and exhibitions in the field of natural resources and environment, as assigned by the Minister.

- Support ministries, sectors, and localities in developing and implementing programs, plans, tasks, professional guidelines, and communication on natural resources and environment; build and coordinate the network of natural resource and environment communication nationwide.

- Establish, operate, and manage information systems, data, multimedia communication materials on natural resources and environment, the Center's electronic information portal, and social media communication tools according to the provisions of the law.

- Organize extracurricular education activities, educational programs to enhance awareness of natural resources and environment; encourage and support the community in developing useful models, initiatives, and solutions for rational use of natural resources, environmental protection, and climate change response; collect, display, and utilize information, materials, artifacts, and simulated artifacts to serve extracurricular education on natural resources and environment.

- Carry out research and development of science and technology to serve natural resource and environment communication work; implement communication activities to fulfill international treaties, commitments, and international cooperation projects on natural resources and environment.

- Implement service and consulting activities within the scope of functions and tasks assigned according to the provisions of the law; mobilize social resources for resource and environment communication activities.

- Implement administrative reform, practice thrift, prevent waste, and carry out tasks of anti-corruption within the management scope of the Center according to the programs and plans of the Ministry and the assignment of the Minister.

- Manage the organization, apparatus, positions, personnel structure according to professional titles and the number of employees of the unit, as assigned by the Ministry and according to the provisions of the law.

- Manage the finance and assets of the Center; carry out the tasks of a budget estimate unit level III according to the provisions of the law.

- Implement information, statistical, regular and ad hoc reporting regimes on the implementation of assigned tasks and activities of the Center.

- Implement other tasks assigned by the Minister.
