Specifically, in Article 6 of Decree 173/2016/ND-CP, the Inspectorate of the Ministry of Culture, Sports, and Tourism performs the tasks and powers specified in Article 15 of the Law on Inspection as follows:
- Preside over or participate in the development of legal documents as assigned by the Minister.
- Develop annual inspection plan to submit to the Minister for approval.
- Provide guidance on expertise and specialized inspection skills for Department Inspectors.
- Organize training; the Ministry of Culture, Sports, and Tourism shall foster specialized inspection, handle complaints and denunciations, and receive citizens.
- Monitor, urge, and examine the implementation of conclusions, recommendations, and handling decisions on inspection by the Minister, Chief Inspectorate of Ministry of Culture, Sports, and Tourism.
- Guide and inspect agencies and units under the Ministry of Culture, Sports, and Tourism to comply with the provisions of the law on inspection, settlement of complaints and denunciations, citizen reception, and anti-corruption.
- Carry out the reception of citizens according to the provisions of law.
- Synthesize and report to the Minister and the Government Inspector General on the results of inspection, settlement of complaints and denunciations, citizen reception, and anti-corruption work within the scope of state management of the Ministry of Culture, Sports, and Tourism.
- Perform other tasks and exercise other powers as prescribed by law or assigned by the Minister.
Pursuant to Article 4 of Decree 173/2016/ND-CP, the organization of the Inspectorate of the Ministry of Culture, Sports, and Tourism is as follows:
- Inspectorate of Ministry of Culture, Sports, and Tourism, who is an agency of the Ministry of Culture, Sports, and Tourism, assisting the Minister of Culture, Sports, and Tourism (hereinafter referred to as the Minister for short), shall perform the state management of inspection, settlement of complaints and denunciations, reception of citizens, and anti-corruption; conduct administrative inspection and specialized inspection; settle complaints and denunciations; receive citizens; and prevent and combat corruption in accordance with the law.
- The Inspectorate of the Ministry of Culture, Sports, and Tourism has a Chief Inspector, Deputy Chief Inspectors, Inspectors, and civil servants.
Chief Inspectorate of Ministry of Culture, Sports, and Tourism is appointed, relieved from duty, or dismissed by the Minister of Culture, Sports, and Tourism after reaching agreement with the Government Inspector General.
The Deputy Chief Inspectorate of Ministry of Culture, Sports, and Tourism is appointed, relieved of duty, or dismissed by the Minister of Culture, Sports, and Tourism at the proposal of the Chief Inspectorate of Ministry of Culture, Sports, and Tourism.
Deputy Chief Inspectorate of Ministry of Culture, Sports, and Tourism assists the Chief Inspectorate of Ministry of Culture, Sports, and Tourism in performing his duties as assigned by the Chief Inspectorate of Ministry of Culture, Sports, and Tourism. The number of Deputy Chief Inspectorate of the Ministry of Culture, Sports, and Tourism must not exceed 03 people.
- The Inspectorate of the Ministry of Culture, Sports, and Tourism has professional departments; the Minister decides to establish the departments under the Inspectorate of the Ministry of Culture, Sports, and Tourism.
- Inspectorate of the Ministry of Culture, Sports, and Tourism have their own seals and accounts.
- The Inspectorate of the Ministry of Culture, Sports, and Tourism is under the direction and administration of the Minister and under the direction of the Government Inspector in terms of work and guidance on organization and professional activities.
Developing and approving the annual inspection plan specified in Article 15 of Decree 173/2016/ND-CP as follows:
- Based on the orientation of the inspection program, the guidance of the Government Inspector General, and the management requirements of the Culture, Sports, and Tourism sectors, Inspectorate of the Ministry of Culture, Sports, and Tourism are responsible for formulating and submitting to the Minister for approval the inspection plan no later than November 15 every year.
The Minister approves the inspection plan no later than January 25 every year.
- Based on the inspection plan of the Inspectorate of Ministry of Culture, Sports, and Tourism, the Provincial Inspector, and the management requirements of the local Culture, Sports, and Tourism sector, the Department inspectors develop inspection plans and submit them to the Department's Director by December 5 every year.
The director of the department approves the inspection plan no later than December 15 of each year.
- The inspection plan specified in Clauses 1 and 2, Article 15 of Decree 173/2016/ND-CP shall be sent to the inspected subjects and relevant agencies and organizations.
