1. The Department of Library is an organization under which ministry in Vietnam?

The Department of Library is an administrative organization under the Ministry of Culture, Sports, and Tourism; is responsible for assisting the Minister in implementing state management of libraries, developing reading culture, and managing public library services according to the provisions of the law.

2. Tasks and powers of the Department of Library in Vietnam

The tasks and powers of the Department of Library are defined in Article 1 of Decision 754/QD-BVHTTDL in 2023, including:

- Submitting draft legislative documents, decentralization of state management, strategies, plans, projects, action programs, and other documents on libraries and the development of reading culture to the Minister.

- Organizing and guiding, inspecting the implementation of regulations of the Party, state laws on libraries, and the development of reading culture; legal information, propaganda, dissemination, education, and monitoring the implementation of laws on libraries.

- Chairing and coordinating with relevant agencies and units to establish mechanisms, policies for mobilizing, managing, and using resources to develop library and reading culture according to the provisions of the law, submitting to the competent authority for approval.

- Submitting national standards, national technical standards in library activities; professional code of conduct for librarians to the Minister.

- Submitting international cooperation plans for libraries to the Minister; regulating the cooperation and exchange of information resources between domestic and foreign libraries; and implementing them after they are issued.

- Receiving applications, appraising, advising, and submitting to the Minister for responding to notices on the establishment, merger, consolidation, division, separation, dissolution, and termination of activities of specialized libraries at the central level, provincial public libraries subordinate to the central government; responding to the identification of public libraries with important roles prioritized for investment by the State according to the provisions of the law.

- Providing guidance on the conditions for establishing and operating libraries; notifications of establishment, merger, consolidation, division, separation, dissolution, and termination of library activities; functions, tasks, powers, and organizational structure of provincial public libraries subordinate to the central government; guiding and organizing the evaluation of library activities according to the provisions of the law; and the delegation and empowerment of the Minister.

- Directing and guiding the organization of professional activities, the library profession, lifelong learning services, and the development of reading culture and library interconnection.

- Organizing training, professional development for librarians as assigned by the Minister.

- Advising and assisting the Minister in implementing state management on the activities of non-governmental organizations, funds, and organizations in the library field according to the provisions of the law.

- Coordinating with relevant agencies and units to propose commendation by the Minister or recommendation for commendation by the competent authority for collectives, individuals with outstanding achievements in the library field, contributing to the development of reading culture.

- Implementing the application of scientific and technological advances in the state management of libraries and the digital transformation of the library sector; building and managing the library database system.

- Implementing administrative reform contents under the mission and powers of the Department, according to the program and plan of the Ministry.

- Managing officials, implementing policies, and regulations for officials in the Department; managing assigned assets according to the provisions of the law and the delegation of the Minister.

- Implementing other tasks assigned by the Minister and according to the provisions of the law.
