Regarding this issue, LawNet would like to answer as follows:

Position and functions of the Department of International Cooperation in Vietnam

According to Article 1 of Decision 1556/QD-BTTTT in 2023, the Department of International Cooperation is an organization under the Ministry of Information and Communications and has the function of advising and assisting the Minister in the management of international cooperation in the fields under the state management of the Ministry of Information and Communications.

Tasks and powers of the Department of International Cooperation in Vietnam

Specifically, Article 2 of Decision 1556/QD-BTTTT in 2023 stipulates the tasks and powers of the International Cooperation Department under the Ministry of Information and Communications as follows:

(1) Common tasks in international cooperation

- Assume the prime responsibility for, and coordinate with concerned agencies and units in, formulating and submitting to the Minister for approval guidelines, policies, strategies, regulations, long-term, medium-term, and annual plans, programs, schemes, and projects on international cooperation of the Ministry and organizing their implementation after being approved;

- Contribute ideas to plans, programs, and management documents of ministries, branches, and localities on international cooperation related to the fields under the ministry's state management;

- Organize the research and exploitation of international information and experiences in service of the Ministry's state management;

- Assume the prime responsibility for, and coordinate with relevant agencies and units in, elaborating the international cooperation budget plan and organizing the implementation after it is approved; mobilize other resources as prescribed by law to carry out the annual international cooperation tasks of the Ministry;

- Guide agencies, units, and enterprises under the Ministry to implement regulations on decentralization of management for international cooperation activities of the Ministry;

- The focal point for synthesizing, monitoring, reporting, and proposing solutions to perform the Ministry's international cooperation tasks;

- Assume the prime responsibility for and coordinate with agencies, units, and enterprises under the Ministry in organizing, coordinating, guiding, and urging them to monitor, examine, supervise, evaluate, summarize, and report on the results of the implementation of international cooperation activities under the management of the Ministry;

- Assume the prime responsibility for, and coordinate with relevant agencies and units in, building, managing, and updating the database system on international cooperation activities of the Ministry of Information and Communications.

(2) About the work of international integration

- Assume the prime responsibility for, and coordinate with relevant agencies and units in, proposing guidelines, plans, and organizing the negotiation, signing, accession, participation in, and implementation of international treaties and agreements and international organizations under the Ministry's competence; appraise proposals for signing and joining international agreements and international organizations by agencies and units under the Ministry;

- Manage and guide the participation in international organizations of agencies, units, and enterprises under the Ministry. To assume the prime responsibility for, and coordinate with relevant agencies and units in, advising on the appointment of personnel to join international organizations;

- Participate in coordination in solving problems, complaints, and disputes involving foreign elements and issues related to laws, international treaties, and international agreements within the scope of the Ministry's state management.

(3) Regarding foreign economy

- Preside over or coordinate with relevant agencies and units as assigned by the Ministry's leaders to mobilize, negotiate, receive and organize, monitor, inspect, and urge the implementation of programs and projects with foreign elements within the scope of state management of the Ministry;

- Assume the prime responsibility for, or coordinate with relevant agencies and units as assigned by the leaders of the Ministry, organizing foreign investment and trade promotion activities in the field of information and communication.

(4) Regarding foreign affairs

- Lead and coordinate with relevant agencies and units in formulating plans and organizing and guiding the implementation of incoming and outgoing delegations, international conferences, seminars, and annuals, and international cooperation programs, schemes, and projects under the state management of the Ministry;

- Assume the prime responsibility for organizing and coordinating the implementation of the Ministry's tasks in the Party's foreign affairs, State diplomacy and people's diplomacy, international organizations, Joint Committees, and Intergovernmental Committees in the fields under the state management of the Ministry;

- Assume the prime responsibility for, and coordinate with relevant agencies and units in, organizing international events on information and communication organized by the Ministry at home and abroad;

- Lead or coordinate with organizations and units inside and outside the Ministry to organize training, propaganda, dissemination, and information provision on international cooperation activities and foreign affairs expertise and operations within the scope of state management of the Ministry;

- Propose to reward foreign individuals and organizations and overseas Vietnamese who have made great contributions to the development of the information and communication industry;

- Manage content of contacts, transactions, and exchanges of letters on behalf of the Ministry with diplomatic missions, international organizations, donors, partners, and foreign enterprises;

- Assume the prime responsibility for, and coordinate in organizing the implementation of, translation and interpretation work, and the ministry's reception, reception, and celebration work in accordance with regulations.

(5) Manage the organization, civil servants, assets, files, and documents assigned according to the provisions of law and the decentralization of the Minister.

(6) Perform other duties as prescribed by law or assigned by the Minister.
