1. Tasks and powers of the Department of Bidding Management in Vietnam

The tasks and powers of the Department of Bidding Management in Vietnam are specified in Article 2 of Decision 826/QD-BKHDT 2023, including:

- Leading the development and submitting to competent authorities the issuance of mechanisms, policies, and legislative documents regarding bidding, the selection of contractors, investors, and investments in the form of PPP.

- Organizing the dissemination, promotion, and guidance on the implementation of regulations on the selection of contractors, investors, and investments in the form of PPP and Vietnam's commitments on procurement as defined in international treaties of which Vietnam is a member.

- Conducting appraisal of contractor selection plans, investor selection plans for projects, and bidding packages under the decision-making authority of the Prime Minister and other cases assigned by the Prime Minister in accordance with the law.

- Conducting appraisal of contractor selection plans under the decision-making authority of the Minister of Planning and Investment.

- Assisting the Central Advisory Council in addressing recommendations at the central level as stipulated by the law on procurement and investments in the form of PPP.

- Conducting inspections of contractor selection activities, investor selection activities in accordance with the law on bidding and the law on investments in form of PPP; participating in inspections and audits conducted by other agencies and units as required by the Minister.

- Compiling and reporting the implementation status of bidding and investments in the form of PPP to the Ministry, central authorities, and local authorities.

- International cooperation on bidding and investments in the form of PPP; leading or participating in negotiations and implementing Vietnam's commitments on bidding as specified in international treaties of which Vietnam is a member.

- Managing, operating, monitoring, and developing the Vietnam E-Procurement System and online bidding.

- Establishing and managing information systems and databases for bidding and investments through PPP.

- Providing consulting services and support for the selection of contractors, investors, and investments in the form of PPP.

- Organizing training and professional development for organizations, individuals participating in procurement activities, and related organizations and individuals; issuing professional certificates for procurement in accordance with the law on procurement.

- Managing the activities of the Bidding News.

- Leading the management of associations and unions operating in the field of state management functions of the Department.

- Leading and coordinating with relevant units in implementing legal interpretation and harmonization of legislative documents in the field under the responsibility of the Department as stipulated.

- Managing the organization, staffing, officials, public employees, and assets and finances assigned in accordance with the law and the Department's delegation of authority.

- State management of public service activities within the scope and field of responsibility of the Department.

- Performing other tasks assigned by the Minister of Planning and Investment.

2. Organizational structure of the Department of Procurement Management in Vietnam

Administrative units include:

- Policy Department.

- Bidding Department.

- International Cooperation Department.

- Public-Private Partnership (PPP) Office.

- Department Office.

Public service providers include:

- Bidding News.

- National Online Bidding Center.

- Bidding Support Center.

The staffing, number of employees, and number of contract workers receiving salaries from the Department's budget are determined by the Minister's decision.
