According to Article 15 of Decision 4668/QD-BGDDT in 2022, the Department of Secondary Education is a unit under the Ministry of Education and Training, performing the function of advising and assisting the Minister in the state management of secondary education (junior and high school levels).
Specifically, in Article 16 of Decision 4668/QD-BGDDT in 2022, the tasks and powers of the Secondary Education Department in Vietnam are as follows:
(1) Regarding the general education curriculum and textbooks for secondary education
- Advise and assist the Minister in promulgating regulations on standards and procedures for compiling and modifying high school general education curricula; regulations on the objectives, subjects, scale, and time of experimentation with some contents of the general education curriculum at the high school level; regulations on the organization and operation of the National Council for the evaluation of general education programs at the secondary level;
Prescribe standards and procedures for compiling and editing textbooks of high school general education; regulations on the organization and operation of the National Council for the Evaluation of Secondary School Textbooks; stipulating the selection of textbooks in high school general education institutions; the focal point to assist the Minister in state management of secondary school textbooks;
- Organize the appraisal and development of the general education program at the high school level; advise and assist the Minister in promulgating the high school general education program; organize the appraisal and advise, help the Minister to approve the integrated education program used in the private middle schools, high schools, and high schools with many levels of education;
Organize the appraisal and advice, assisting the Minister in approving secondary school textbooks (excluding textbooks of ethnic minority languages and textbooks of National Defense and Security Education); provide advice to help the Minister approve educational documents at the local high school level; advise and assist the Minister in promulgating regulations on teaching the mass of high school cultural knowledge in vocational education institutions;
- Support, guide, inspect, and supervise the implementation of the high school general education program and the high school integrated education program (contents, methods, forms of teaching organization, assessment, use of textbooks, teaching equipment, and learning materials);
Inspect and supervise the implementation of foreign general education programs and compulsory education contents for Vietnamese students studying foreign general education programs.

(2) Regarding the work of ensuring the quality of secondary education
- Guide and inspect the implementation of universalization of lower secondary education; the implementation of the regulations on junior high school enrollment and high school enrollment, consideration and recognition of junior high and high school graduation;
- Guide and inspect the implementation of standards on quality assurance of secondary education; guide and inspect the implementation of standards and regulations of various types of secondary education institutions; coordinate in formulating, guiding, inspecting, and evaluating the implementation of regulations on accreditation of secondary education quality;
- Preside over and coordinate the organization of national-level cultural exams and competitions, national-level scientific and technical research contests,
activities to assess the quality of national and international education for students at the lower and upper secondary levels;
- Coordinate and guide the training of managers and teachers at the lower and upper secondary levels to improve their professional and professional capacity;
- Coordinate the building of a list of teaching equipment at the lower and upper secondary levels.
(3) Regarding the organization and activities of the school
- Advise and assist the Minister in promulgating, directing, guiding, and inspecting the implementation of the charter and regulations on the organization and operation of the secondary education institution;
- Guide and inspect the development, organization, and implementation of the school's educational plan; the organization and implementation of educational activities of the school for secondary education institutions; vocational education; and student stream orientation in general education.
