- Receive, manage, effectively use, preserve, and develop State capital according to the financial regime applicable to the Stock Exchange.
- Organize the securities trading market and supervise trading activities, organize securities auctions and bond auctions in accordance with the law on securities and as assigned by the agency representing the owner.
- Organize business activities in accordance with the five (05) year, annual, and annual investment and development strategies and plans approved by competent authorities.

- Powers of the Stock Exchange with respect to capital, assets and financial management iv:
+ Use equity to serve the assigned tasks.
+ Manage and use other assets and resources assigned by the owner's representative agency to perform tasks according to the principles of efficiency, capital preservation, and development.
+ Mobilize capital in accordance with the law to develop the technical infrastructure of the stock market. The capital mobilization must be approved by the owner's representative agency on the principle of ensuring the effective use of mobilized capital and must not change the ownership form of the Stock Exchange.
+ Invest and contribute capital with other economic organizations to provide infrastructure development, technical, and information services within the scope of the functions and tasks of the Stock Exchange. The aim is to develop the securities market after the policy is approved by the agency representing the owner.
+ Lease, mortgage, or pledge assets in accordance with the law after being approved by competent authorities.
+ Research and propose to the owner's representative agency mechanisms and policies related to financial management, capital, and asset management of the Stock Exchange.
- Powers of Stock Exchange in professional activities:
+ Promulgate regulations on professional activities after being approved by the State Securities Commission in accordance with the law on the securities market.
+ Organize the trading system and manage securities trading activities at the Stock Exchange; organize the securities auction system and administer securities auction activities; organize the bond bidding system and manage the bond bidding activities in accordance with the law and as assigned by the owner's representative agency.
+ Suspend, restrict, suspend, or cancel securities trading in accordance with the securities trading regulations of the Stock Exchange in cases of necessity to protect investors.
+ Appraise, approve, cancel, and supervise the maintenance of the securities listing conditions of listed organizations and organizations registered for trading.
+ Appraise, approve, or cancel the status of trading members, special trading members; supervise the securities trading and derivatives trading activities of trading members and special trading members.
+ Supervise information disclosure activities of organizations listed/registered for trading, trading members at the Stock Exchange.
+ Provide market information and information related to listed/registered securities for trading.
+ Acting as a mediator at the request of trading members when a dispute related to securities trading activities arises.
+ Collect money for securities service provision as prescribed by law and other revenues.
+ Set up a compensation fund for trading members in accordance with the securities law.
+ Request consulting organizations, trading members, auditing organizations, and organizations to list/register for transactions to clarify the issues that investors reflect.
+ International cooperation in securities and the securities market for the purpose of developing the securities market in accordance with the provisions of law.
+ Research and propose to competent state management agencies the amendment and promulgation of mechanisms and policies related to securities activities.
+ Exercise other rights as prescribed in the Law on Securities, the Law on Enterprises, and other legal documents.

- Obligations towards capital, assets and financial management:
+ Receive, manage and use capital, assets and other resources assigned by the owner's representative agency to perform tasks on the principle of efficiency, preservation and development of state capital; take responsibility before law for the loss of capital and assets of the Stock Exchange.
+ Implement financial, reporting, accounting and auditing regimes in accordance with law.
+ Pay taxes, fees and charges as prescribed by law.
+ Be subject to the supervision and inspection of the owner, the owner's representative agency, and relevant State management agencies; comply with regulations on inspection and examination of financial authorities and competent state agencies as prescribed by law.
+ Be responsible for the debts and other property obligations of the Stock Exchange within the allocated capital in accordance with the law.
+ Perform other obligations specified in the financial regime of the Stock Exchange and other provisions of law.
- Obligations in professional activities:
+ Ensure that securities trading activities on the market are conducted openly, fairly, transparently, and efficiently.
+ Disclose information in accordance with the Law on Securities and other relevant legal documents.
+ Be subject to the supervision of the State Securities Commission for professional activities in accordance with the provisions of the securities law.
+ Provide information to the State Securities Commission and the Ministry of Finance in service of market management, and coordinate with relevant authorities in the work of inspection, examination, and prevention and control of violations of securities laws.
+ Coordinate in organizing the propagation and dissemination of knowledge about securities and the stock market to investors.
+ Compensate for damage to trading members in case the Stock Exchange causes damage to trading members in accordance with the law on securities and the securities market, except for force majeure cases.
+ Handle and answer questions and disputes from investors, listed organizations, and trading members.
