Under Resolution 18-NQ/TW of 2017 by the 6th Plenary Session of the 12th Central Committee on continuing to innovate, arrange the political system's organizational structure for streamlined, effective, and efficient operations, the Central Committee set forth the tasks and general solutions for the entire political system in streamlining organizational structure in Vietnam as follows:

- Implement the unified leadership of the Vietnam Communist Party in building and managing the organizational structure and personnel of the entire political system, directly by the Politburo at the central level, and by the provincial party standing committees at the local level.

- Urgently research, complete, and implement the overall organizational model of the political system to meet the requirements of building and completing a socialist rule-of-law state, developing a socialist-oriented market economy, and actively and proactively integrating internationally.

- Focus on reviewing, arranging, consolidating, and streamlining internal focal points within political system organizations, associated with personnel reduction, restructuring, and improving the quality of officials and public employees. Decisively reduce and not establish new intermediate organizations; disband or rearrange inefficient organizations. The reorganization of the structure must not increase focal points and personnel; in special cases requiring additional focal points from the department level or equivalent upwards, the Politburo's opinion is required.

- Review, supplement, complete functions, tasks, powers, and work relationships among organizations in the political system, overcoming overlaps so that one organization or individual can undertake many tasks, but one task is only presided over and mainly responsible by one organization or individual. Implement personnel reduction strictly according to the set objectives. Strictly regulate and manage personnel within the political system based on categorizing organizations, standards for officials and public employees, and scientifically and practically determining job positions. Specify the minimum personnel required to establish organizations, the maximum number of deputy leaders in an organization suitable to the characteristics of each level, sector, and locality. Set specific standards, conditions, and policies to reduce the scope, appointing objects to the "rank"; reduce the service personnel ratio in each agency, especially in office blocks.

- Review, amend, supplement, complete the regulations of the Vietnam Communist Party, the State on the organizational structure of levels, sectors, and localities to ensure synchrony and unity. Boldly pilot some new models in consolidating the organizational structure and concurrent titles to streamline focal points, enhancing operational effectiveness and efficiency; promptly review, summarize, and gradually expand suitable, effective models.

- Develop, complete, and implement a competitive, public, transparent, democratic mechanism in appointing, promoting, and recruiting officials and public employees to attract those truly virtuous and talented into working in political system organizations. Conduct reviews, summaries, and reform recruitment, appointment, utilization, evaluation, and implementation of policies, remuneration for officials and public employees; promote wage reform. Strictly implement policies of dismissal, removal, or substitution promptly those with poor capacity, ethics, or those who do not meet the requirements and standards of the title, failing to complete assigned tasks. Continue reforming the content and methods of training, fostering, and updating knowledge for officials and public employees.

- Strongly and reasonably decentralize and delegate authority between the central and local levels, between superior and subordinate levels, linking powers with responsibilities; at the same time, establish strict power control mechanisms through the Communist Party's regulations and State laws, ensuring democracy, openness, transparency, emphasizing accountability and strengthening inspection and supervision of implementation. Encourage dynamism, creativity, and promoting positivity and proactivity of levels, sectors, and localities in building, consolidating organizations, streamlining structures, and personnel reduction.

- Develop specific, realistic programs and plans to enhance leadership, direction, inspection, examination, and supervision of compliance with organizational restructuring regulations and personnel reduction in the political system. Promptly commend and reward organizations and individuals effectively implementing; strictly handle organizations and individuals, especially leaders, who fail to implement or implement incorrectly, failing to meet organizational streamlining and personnel reduction targets. This is one of the important criteria for reviewing, evaluating, introducing elections, appointing, or dismissing officials.

- Continue strong administrative reform, widely apply science and technology, especially information technology; promote the construction of e-government, smart cities; summarize, evaluate to effectively use information technology infrastructure, prevent waste, contributing to organizational streamlining and personnel reduction. Adequately invest resources for scientific research on the organizational structure and staff work in the political system. Research, amend regulations, and implement regular budget allocation for organizations, agencies, and units within the political system.

- Intensify political ideological propaganda and education, create unified awareness and action in the Vietnam Communist Party, social consensus. Allocate sufficient resources and have appropriate mechanisms and policies for officials and public employees directly affected during the organizational restructuring and restructuring process. Be vigilant and proactively have solutions to prevent disruptive activities by hostile forces and malicious elements.
