Tasks of professional titles of commune-level civil servants in Vietnam are as follows:
(1) Commander of the commune-level Military Command
- Advising and proposing to the Party Committee, the People's Council and the commune-level People's Committee guidelines, measures, and solutions to lead and direct the performance of national defense and military tasks; building militia and mobilization reserve forces; coordinating with socio-political organizations in performing defense and military tasks in the locality;
- Coordinating with units of the People's Army, People's Public Security, and other forces in the locality to participate in building the all-people national defense and civil defense area; maintaining political security, social order, and safety;
- Coordinating with border guards, the navy, the coast guard, and other forces to protect national sovereignty, border security, and sovereignty and sovereign rights in Vietnam's seas;
- Performing the task of preventing, combating, and overcoming the consequences of natural disasters, epidemics, search and rescue, protection and prevention of forest fires, environmental protection, and other civil defense tasks;
- Assisting the Chairman of the Commune People's Committee in the registration and management of citizens of military service age, reserve soldiers, militia, and self-defense forces according to the provisions of law, carry out the work of encouraging young people to join the army;
- Advising and assisting the Communal Military Service Council in handling violations in accordance with the Law on Military Service;
- Assisting the commune-level People's Committee chairperson in building and directing the militia force to coordinate with the police and other forces in regular security and order protection activities; ready to fight, organize disaster recovery, evacuation, rescue, and rescue;
- Assuming the prime responsibility for coordinating with socio-political organizations in the implementation of national defense education in the locality;
- Assisting the commune-level People's Committees in implementing policies on the rear of the army and in implementing regimes and policies towards militia and reserve soldiers in accordance with law;
- Performing other tasks as assigned by the Chairman of the Commune People's Committee, the Military Command of the district, and the provisions of the law on national defense.
(2) Office worker - statistics
- Advising on the development and monitoring of the implementation of programs, work plans, and periodical and irregular working schedules of the People's Council, Standing Committee of the People's Council, People's Committee, and Chairman of the Commune People's Committee;
- Coordinating with other civil servants in preparing material and technical conditions for holding meetings of the People's Council, meetings of the People's Committee, and other activities of the People's Council, Standing People's Council, People's Committee of commune; the election of deputies to the National Assembly, the election of deputies to the People's Councils at all levels and the election of members of the Commune-level People's Committees;
- Synthesizing, monitoring, and reporting on the implementation of the working regulations of the commune-level People's Committee; assist the President of the commune-level People's Committee in organizing the reception of citizens and implementing the regulations on grassroots democracy in accordance with law; receiving petitions, written complaints, and denunciations and forwarding them to the Standing Committee of the People's Council, the People's Committee, and the President of the commune-level People's Committee for consideration and settlement according to their competence;
- Advising the People's Committees of communes to implement the one-stop-shop mechanism; organizing the division to receive, handle, and return the results of settlement of administrative procedures of the commune-level People's Committee; building e-government, information technology, and digital transformation; the control of administrative procedures;
- Assisting the commune-level People's Committee in making statistical forms and organizing the implementation of statistical surveys in accordance with the law on statistics; synthesizing, making statistics, and managing databases according to areas in the area (including a database on commune-level cadres and civil servants and part-time workers at commune, village, and residential groups); performing clerical work, archiving, emulation, and commendation;
- Assuming the prime responsibility for, and coordinating with other civil servants in, monitoring the implementation of socio-economic development plans; synthesizing and making statistics on the results of the implementation of socio-economic development targets at commune level in accordance with law;
- Performing other tasks as assigned by the Chairman of the commune-level People's Committee and relevant laws.
(3) Cadastral - construction - urban, and environment official (for wards and townships) or Cadastral - agriculture - construction, and environment official (for communes)
- Advising and assisting the Commune-level People's Committee to organize the implementation of the tasks and powers of the People's Committee and the President of the Commune-level People's Committee in the fields of land management, boundaries of administrative units, natural resources, environment, construction, urban, transport, agriculture, and rural areas in the commune-level area according to the provisions of law;
- Advising and assisting the People's Committees of communes in formulating and implementing socio-economic development master plans and plans, sectors, and fields under the authority of the People's Committee of the commune or of the superior that has approved the implementation in the commune-level area;
- Collecting information, synthesizing data, preserving records, and making reports related to the management competence of the commune-level People's Committees on land, geographical boundaries of administrative units, natural resources, environment, construction, urban areas, traffic, agriculture, and rural areas in communes;
- Advising and assisting the People's Committee of communes in submitting to the People's Committee of the district to decide on land allocation, land recovery, and grant of certificates of land use rights to households and individuals; making cadastral books for lawful land users; guiding verification procedures to confirm organizations, households, and individuals land registration and exercise of land-related citizenship rights in the commune-level area; coordinating with other civil servants to carry out administrative procedures
in receiving dossiers and verifying the origin, status of land registration and use, the status of land disputes, and changes in land in the locality;
- Advising and assisting the People's Committees of communes to develop documents on licensing for renovation and construction of works and houses in the locality to the President of the People's Committee of the commune to decide or submit to the People's Committee of the district for consideration and decision; construction work, technical supervision in the construction of local welfare works;
- In charge of work in the fields of land, administrative unit boundaries, natural resources, environment, construction, urban, transportation, agriculture, and rural areas at the single-window, interlinked single-window administrative transaction center as assigned by the Chairman of the commune-level People's Committee;
- Performing other tasks as assigned by the Chairman of the commune-level People's Committee and relevant laws.
(4) Finance and accounting civil servants
- Advising and assisting the People's Committee of the commune to organize the performance of tasks and powers of the People's Committee of the commune in the field of finance and budget in the locality according to the provisions of law;
- Advising and assisting the commune-level People's Committees in formulating the commune-level budget revenue and expenditure estimates and submitting them to the commune-level People's Councils for approval; organizing the implementation of budget revenue and expenditure estimates and measures to exploit revenue sources in the locality;
- Organizing the implementation of financial and budgetary activities under the guidance of superior financial authorities; settling the commune budget and making financial and budget statements according to the provisions of law;
- Assisting the People's Committee of communes in managing capital sources of capital construction investment projects and public assets at the commune level; inspect and finalize construction investment projects under the management competence of commune-level People's Committees;
- Advising and assisting the President of the commune-level People's Committee to settle regimes and policies towards commune-level cadres, civil servants, and part-time workers;
- Performing other tasks as assigned by the Chairman of the commune-level People's Committee and relevant laws.
(5) Justice - civil status
- Advising and assisting the commune-level People's Committees in organizing the performance of tasks and exercising powers of the commune-level People's Committees and commune-level People's Committee presidents in the field of justice and civil status in the area according to regulations. under the law;
- Assisting the commune-level People's Committee in appraising the drafting and promulgation of documents in accordance with law; assisting the commune-level People's Committee in organizing the collection of People's opinions on legal documents according to the plan of the commune-level People's Committee and the guidance of the superior agency;
- Assisting the commune-level People's Committee in carrying out the work of law dissemination and education and legal aid; judgment enforcement; monitor the implementation of the law and organize the collection of opinions of the People in the communes in participating in the formulation of laws; to build communes up to the standards of legal access; guiding the operation of grassroots mediation organizations; coordinate with village heads and population groups in preliminarily reviewing and summarizing the reconciliation work at the grassroots level and reporting to the commune-level People's Committees; manage law bookcases at commune-level People's Committees; coordinate with socio-cultural officials in guiding village communities and residential groups in formulating and organizing the implementation of village conventions and conventions;
- Assisting the commune-level People's Committee in carrying out civil status registration and management in accordance with law;

(6) Cultural and social civil servants
- Advising and assisting the commune-level People's Committee to organize the performance of tasks and exercise the powers of the commune-level People's Committee and the chairperson of the commune-level People's Committee in the fields of culture, information, communication, physical training, sports, tourism, labor, war invalids, society, health, education, belief, religion, ethnicity, families, children and young people as prescribed by law; advising and assisting the commune-level People's Committee in the work of social insurance, health insurance, safety and hygiene, and labor; developing criteria for the development of subjects participating in social insurance and health insurance in the annual socio-economic development plan for submission to the People's Council of the same level for decision;
- Assisting the commune-level People's Committee in organizing cultural, information, communication, physical training, and sports activities; managing tourism, protecting historical and cultural relics in the commune-level area; building cultural life in residential communities; and building cultural families in the area;
- Statistics on population, labor, employment, and professions in the area; monitoring, summarizing, and reporting on the number and changes of labor policy beneficiaries and people with meritorious services; belief, religion, ethnicity, family, children, and youth; making the payment of regimes to beneficiaries of social policies and people with meritorious services; managing martyrs' cemeteries and martyrs' merit works; implementing social protection activities, hunger eradication and poverty reduction programs, and food safety work in the locality; reporting on information and communication data;
- Assuming the prime responsibility for, and coordinating with judicial officers, heads of villages, and heads of residential groups in guiding the village population and residential groups in formulating and organizing the implementation of village conventions and conventions; coordinating with civil servants of the Office - Statistics in building a database on population, labor, employment, and policy objects;
- Performing other tasks as assigned by the Chairman of the commune-level People's Committee and relevant laws.
- Pursuant to the duties of each commune-level civil servant title specified in this Article, the district-level People's Committees shall prescribe specific tasks for each commune-level civil servant title to suit the characteristics and performance requirements of each commune-level; ensure that all areas of work are in charge of and implemented by civil servants.
