1. Summary of preferential benefits with relatives of martyrs in Vietnam

The preferential benefits for relatives of martyrs in Vietnam, according to Article 16 of Ordinance 02/2020/UBTVQH14, are as follows:

- Receiving "Certificate of Family of Martyrs" according to the Government's regulations.

- A one-time survivor allowance when posthumously conferring the "Fatherland attribution" Degree; in case there are no relatives left, the heirs of martyrs holding the "Fatherland's merit" certificate will be entitled to a one-time survivorship allowance.

- Monthly survivor allowance for the following people:

+ The martyr's biological father, mother, or child is under 18 years old, or is full 18 years old if he continues to go to school or suffers from severe disability, especially severe disability, or someone with meritorious services to the martyr; in case there are many martyrs, the relatives of two martyrs and relatives of three or more martyrs shall be considered;

+ Martyrs' spouses.

- In case the biological father, natural mother, person who has contributed to raising martyrs, martyrs' spouses specified in Clause 3, Article 16 of Ordinance 02/2020/UBTVQH14 live alone, or the children of martyrs specified in Clause 3, Article 16 of Ordinance 02/2020/UBTVQH14 are orphaned by both parents, they are entitled to an additional monthly survivorship allowance.

- Nursing to restore health every two years for biological fathers, natural mothers, people with meritorious services to raise martyrs, martyrs' spouses, and children suffering from severe or particularly severe disabilities.

In case the biological father or mother has only one child who is a martyr or has two or more children of martyrs, they are entitled to annual health rehabilitation by nursing.

- Health insurance for biological fathers, natural mothers, martyrs' adoptive parents, martyrs' spouses, and children.

- The preferential benefits specified at Points d, dd, e, g, h, i and k, Clause 2, Article 5 of Ordinance 02/2020/UBTVQH14:

+ Priority in enrollment and job creation;

+ Support to study up to university level at educational institutions under the national education system;

+ Support for housing improvement based on the merits and circumstances of each person or when having housing difficulties;

+ Exemption or reduction of the land use levy when being allocated residential land by the State, changing the land use purpose to residential land; recognizing the right to use residential land, when purchasing houses owned by the State;

+ Priority in allocation or lease of land, water surface, and sea surface; priority in forest protection and development contracts;

+ Preferential loans for production and business;

+ Tax exemption or reduction as prescribed by law.

- The preferential benefits specified at Point c, Clause 2, Article 5 of this OOrdinance 02/2020/UBTVQH14 is for relatives of martyrs who are enjoying a monthly survivorship allowance.

- Support to visit martyrs' graves and move martyrs' remains.

- Martyrs' spouses who marry another husband or wife but raise the martyr's children to adulthood or take care of the martyr's biological father and mother while he/she is still alive, or because of revolutionary activities but cannot take care of the martyr's biological father or mother while still alive, shall enjoy the following preferential benefits:

+ Monthly survivorship allowance;

+ Health insurance.

- One-time allowance for relatives with the level of 03 months of current monthly allowance when the subjects specified in Clause 3, Article 16 of Ordinance 02/2020/UBTVQH14 who are deserving of the monthly allowance die, except for the case where the subjects specified in Clause 10, Article 16 of Ordinance 02/2020/UBTVQH14 die.

- Funeral allowance for the person or organization performing the funeral when the subjects specified in Clause 3, Article 16 of the Ordinance 02/2020/UBTVQH14 who are enjoying the monthly allowance die, except for the case where the subjects specified in Clause 10, Article 16 of the Ordinance 02/2020/UBTVQH14 die.

2. Benefits for martyrs in Vietnam

The benefits for martyrs, according to Article 15 of Ordinance 02/2020/UBTVQH14, is as follows:

- Organizing death announcements, memorials, burials, and registration at works of martyrs attribution.

- Conferring the "Fatherland attribution" degree according to the Government's regulations.

- Martyrs' remains are searched, gathered, identified, and buried.

- For martyrs who have no relatives left to enjoy the monthly survivorship allowance as prescribed in Clause 3, Article 16 of Ordinance 02/2020/UBTVQH14, the person assigned or authorized to worship the martyr is entitled to the martyr worship allowance.
