The leave regimes of officers of the People's Army according to Article 3 of Circular 157/2013/TT-BQP are as follows:
- Active duty officers are entitled to the following leave regimes:
+ Annual leave;
+ Special leave;
+ Holidays and New Year's holidays;
+ Nursing rest;
+ Weekly rest;
+ Retirement preparation.
- During the leave period specified in Clause 1, Article 3 of Circular 157/2013/TT-BQP, officers are entitled to full salary and allowances; paid leave according to the provisions of Circular 157/2013/TT-BQP.
The competence to settle leave for officers of the People's Army according to Article 10 of Circular 157/2013/TT-BQP is as follows:
- The authority to grant leave to officers as prescribed in Articles 4, 5, 6, 7, and 8 of Circular 157/2013/TT-BQP is as follows:
+ Regiment commanders, political commissars of regiments, and equivalents or higher shall settle for subordinate officers under their authority.
+ Officers holding positions of regiment commander, regiment political commissar, or equivalent or higher shall be decided by the commander or directly superior political commissar.
- The competence to handle active duty officers on leave to prepare for retirement specified in Clauses 1 and 2, Article 9 of Circular 157/2013/TT-BQP shall comply with the Regulations on Cadre Work in the Vietnam People's Army of the Central Military Commission.
According to Article 9 of Circular 157/2013/TT-BQP, the retirement regime for officers of the People's Army is as follows:
- Officers who have decided to retire, the time off to prepare the family rear is as follows:
+ From full 20 years of work to less than 25 years of working, 9 months of leave;
+ From full 25 years of work or more, 12 months of leave.
- In case the cadre wishes to retire immediately (doesn't retire to prepare for retirement or does not have enough time to retire), when moving out, he/she will be entitled to the difference in salary due to not taking the time to prepare for retirement according to current regulations.
- An officer on leave to prepare to retire at home must register his/her leave time with the People's Committee of the commune, ward, or township where the family resides.
- During the period of retirement, if suffering from a serious illness, a disease requiring long-term treatment, or a mental illness, comply with Circular 157/2013/TT-BQP on management, treatment, care, and settlement of policies for military personnel, defense workers and employees, and people working in cipher organizations managed by the army suffering from serious illnesses, diseases requiring long-term treatment, or mental illnesses.
Regulations on suspension of leave for officers of the People's Army according to Article 11 of Circular 157/2013/TT-BQP are as follows:
- When there is an order to declare a state of emergency nationwide, a general mobilization order, or a local mobilization order, all officers who are on leave as prescribed in Circular 157/2013/TT-BQP must return to their units immediately.
- When the President declares the state of war, the Minister of National Defense orders the suspension of officers' leave.
- When the unit has an urgent task, especially, the commander of any level who has the authority to settle the officer's leave, is entitled to call the officer back to the unit to perform the task.
The weekly leave of officers of the People's Army according to Article 8 of Circular 157/2013/TT-BQP is as follows:
Every week, officers have a day off on Saturday and Sunday. For units on duty that are combat-ready, training, or mission-required, the weekly leave is given by regimental and equivalent unit commanders based on the situation of tasks performed by the unit accordingly.
