1. Subjects and title standards for emulation with Militia and Self-Defense Forces in Vietnam

Subjects and title standards for emulating the Militia and Self-Defense Force according to Article 9 of Circular 57/2020/TT-BQP are as follows:

* Title "National Emulation Soldier"

- The title "National Emulation Soldier" is awarded to individuals holding the position of commander of the Militia and Self-Defense Force, soldiers of the Standing Militia, and Mobile Militia and Self-Defense Forces with typical and outstanding achievements selected among individuals who have twice or more consecutively won the title of "All-Army Emulation Soldier" and must have initiatives to improve work efficiency, have scientific research projects or projects that have been accepted and applied into practice by the ministerial-level scientific council, or be clever and creative in combat, combat service that brought high efficiency, recognized by the Minister of National Defense.

- The time to consider the title "National Emulation Soldier" is immediately after the year of being awarded the title "National Emulation Soldier" for the second time.

* Title "All-Army Emulation Soldier"

- The title "All-Army Emulation Soldier" is awarded to individuals holding the position of commander of the Militia and Self-Defense Force, soldiers of the Standing Militia, and Mobile Militia and Self-Defense Forces with typical and outstanding achievements selected among individuals who have won the title "Grassroots Emulation Soldier" 3 or more times in a row and must have initiative to improve work efficiency or have projects or research topics that have been accepted and applied to bring high efficiency or be clever and creative in combat and serve combat effectively recognized by the head of a unit under the Ministry of National Defense.

- The time to consider the title "All-Army Emulation Soldier" is done after the year of being awarded the title "Grassroots Emulation Soldier" for the third time or more.

* Title "Grassroots Emulation Soldier"

The title "Grassroots Emulation Soldier" is awarded annually to individuals holding the position of commander of the Militia and Self-Defense Force, soldiers of the Standing Militia, and Mobile Militia and Self-Defense Forces who have excellently completed their tasks selected from among individuals who meet the criteria for the title "Advanced Soldier" and must have initiative to improve work efficiency, have projects or research topics that have been accepted and applied at the unit, or be clever and creative in combat and serve combat effectively, recognized by the unit head from the district military command or equivalent or higher.

- Title "Advanced Soldier"

The title "Advanced Soldier" is awarded annually to individuals holding the position of commander of the Militia and Self-Defense Force, soldiers of the Standing Militia, and Mobile Militia and Self-Defense Forces who meet the following standards:

+ Successfully complete assigned responsibilities and tasks (training, combat readiness; protecting national security, ensuring social order and safety, fighting crime and law violations; propagating and mobilizing the people to build a comprehensive, strong base; implementing social policies, preventing, combating, and overcoming the consequences of disasters, incidents, natural disasters, epidemics, fires, and explosions; search, rescue, rescue; forest protection, environmental protection, and other civil defense activities);

+ Fully implement training content and programs; 100% of exam or test contents are satisfactory, of which 65% are good, excellent, or better;

+ Successfully complete production, study, and work tasks;

+ Comply well with the Party's guidelines and policies and the State's laws; have a spirit of solidarity and mutual support; and actively participate in emulation movements; Have ethics and a healthy lifestyle.

- Title "Determining Victory Unit"

The title "Determining Victory Unit" is awarded annually to commune-level Military Commands, Military Commands of agencies, organizations, standing military units, mobile military units, and self-defense units that meet the following standards:

+ Be creative, overcome difficulties, and excellently complete emulation targets and assigned tasks during the year; 100% of exam or test contents are satisfactory, of which 75% are good, excellent, or better;

+ 100% of individuals in the team complete assigned tasks;

+ There is an individual who was awarded the title "Grassroots Emulation Soldier";

+ Have regular, practical, and effective emulation movements;

+ Internal solidarity, exemplary compliance with the Party's guidelines and policies, and the State's laws; Do not let violations occur that must be handled; No individual was disciplined by a warning or higher.

- Title "Advanced unit"

The title "Advanced Unit" is awarded annually to commune-level Military Commands, Military Commands of agencies, organizations, standing Militia units, mobile militia units, and self-defense units that meet the following standards:

+ Successfully complete emulation targets and assigned tasks; 100% of exam or test contents are satisfactory, of which 65% are good, excellent, or better;

+ Have regular, practical, and effective emulation movements;

+ Internal solidarity, exemplary compliance with the Party's guidelines and policies, and the State's laws; Do not let violations occur that must be handled; No individual was disciplined by a warning or higher.

2. Rate of consideration for emulation titles with Militia and Self-Defense Forces in Vietnam

The rate of consideration for awarding emulation titles to the Militia and Self-Defense Force according to Article 10 of Circular 57/2020/TT-BQP is as follows:

- Title "National Emulation Soldier": No rate specified.

- Title "All-Army Emulation Soldier": No rate specified.

- Title "Grassroots Emulation Soldier": Considered and awarded to no more than 5% of the total number of individuals holding positions of commander of the Militia and Self-Defense Force, soldiers of the Standing Militia, and Mobile Militia and Self-Defense Forces.

- Title "Advanced Soldier": Considered and awarded to no more than 10% of the total number of individuals holding positions of commander of the Militia and Self-Defense Force, soldiers of the Standing Militia, and Mobile Militia and Self-Defense Forces.

- Title "Determining Victory Unit": Consider donating no more than 5% of the total focal point of the commune-level Military Command, Military Command of agencies, organizations, and standing military units, mobile military units, and self-defense units.

- Title "Advanced unit": Consider donating no more than 10% of the total focal point of the commune-level Military Command, Military Command of agencies, organizations, and standing Militia units, Mobile Militia, and Self-Defense units.
