1. Steps to admit young people to the Union according to latest regulations in Vietnam

According to Clause 3, Article 1 of the Charter of the Ho Chi Minh Communist Youth Union term X, the admission of young people to the Union is carried out according to the following steps and procedures:

- Young people who join the Youth Union voluntarily write an application, report their background, and are introduced and guaranteed by one of the following groups and individuals:

+ One union member works and lives together for at least three months.

+ Vietnam Youth Union Branch collective (if a member of Vietnam Youth Union).

+ Executive Committee of the Vietnamese Student Association (if a member of the Vietnamese Student Association).

+ Team team (if you are a member of the Ho Chi Minh Young Pioneers Team).

- Being considered for admission by the union conference with the approval vote of more than one-half of the total number of union members present at the conference and being directly admitted by the superior Union. In considering the admission of many people, each person must be considered, and it must be decided to admit each person individually.

- In places where there is no organization of Unions and union members, or no organization of the Vietnam Youth Union or the Vietnam Student Association, the superior Union shall appoint officials and union members to work on developing union members or introduce and guarantee a party member who has worked and lived in that place for at least three months; the Executive Committee of the superior Union directly considers the admission decision.

2. Duties of union members in Vietnam

Duties of union members according to Article 2 of the Charter of the Ho Chi Minh Communist Youth Union term X, are as follows:

- Always strive for the ideals of the Party and Uncle Ho. Actively study, work, and train; participate in social activities; and build and protect the Fatherland.

- Be a role model in observing and mobilizing young people to implement the Party's guidelines and policies and the State's laws. Participate in building and protecting the Party, government and people's organizations. Comply with the Union Charter and resolutions of the Union; Actively propagate the Youth Union organization; Union activities and payment of union dues according to regulations.

- Closely contact with youth; actively build the Vietnam Youth Union, the Vietnam Student Association, and other members of the Vietnam Youth Union, the Ho Chi Minh Young Pioneers Team; help young people and team members become union members; Participate in union activities at your residence.

3. Principle of democratic centralism in the organization and activities of the Ho Chi Minh Communist Youth Union in Vietnam

According to Article 5 of the Charter of the Ho Chi Minh Communist Youth Union term X, the Ho Chi Minh Communist Youth Union organizes and operates according to the principle of democratic centralism:

- Leading bodies at all levels of the Youth Union are established by election, implementing the principles of collective leadership and individual responsibility.

- The highest-leading body of the Union is the national congress. The leading body of the union at each level is the congress of delegates or the congress of union members at that level. Between two congresses, the leading body is the Executive Committee elected by the Youth Union Congress at the same level; between two Executive Board meetings, the leading body is the Standing Committee elected by the Executive Board at the same level.

The number of Executive Committee members at each level is decided by the Congress at that level according to the guidance of the Central Youth Union Standing Committee. The number of members of the Standing Committee shall not exceed one-third of the number of members of the Executive Committee. At the Central level, the number of secretaries of the Central Youth Union must not exceed one-third of the number of members of the Standing Committee.

- Resolutions of the Youth Union must be strictly followed: subordinates obey superiors, minorities obey the majority, and individuals obey the organization.

- Before deciding on tasks and voting on resolutions of the Union, all members are provided with information and express their opinions. Minority opinions have the right to be reserved and reported to the higher-level delegation until the National Congress, but they must strictly comply with current resolutions.

- Congresses and conferences of the leading bodies of the Union are only valid when at least two-thirds of the members are convened to attend.

If members are convened according to the delegate mechanism, there must be at least two-thirds of the delegates and, on behalf of at least two-thirds of the affiliated Union organizations attending. Decisions of congresses and conferences are only valid when approved by more than half of the members present.
