1. Standards to become Head of a military zone-level judgment enforcement agency in Vietnam

1.1. General standards

To appoint the Head of a military zone-level judgment enforcement agency, an individual must meet the following general standards for officers of the Military Judgment Enforcement Branch:

- Absolute loyalty to the interests of the Party, the nation and the people; steadfastness in Marxism-Leninism, Ho Chi Minh's thought, and the ideal goal of national independence and socialism.

- Model of moral qualities; diligence, frugality, integrity, righteousness, public-mindedness, and impartiality; no corruption, opportunism, or self-interest; politeness and culture in communication and serving the People.

- Regularly having a sense of learning and training to improve quality, qualifications, and professional capacity.

- Being of age according to the provisions of the Law on officers of the Vietnam People's Army and the Law on professional soldiers, defense workers and officials; meeting training criteria as prescribed by law; being healthy enough to complete assigned tasks.

1.2. Specific standards

Active-duty officers who meet the standards prescribed in Section 1.1 and the following standards can be appointed Heads and Deputy Heads of military zone-level judgment enforcement agencies:

- Be an executive at the intermediate level or higher.

- Have the ability to command, manage, and organize the implementation of tasks; highly recommended.

- In case of re-appointment, they must successfully complete their command and management responsibilities and tasks while holding the position of Head or Deputy Head of the judgment enforcement agency.

2. Documents for appointment of heads of military zone-level judgment enforcement agencies in Vietnam

Specifically, Clause 2, Article 6 oCircular 19/2018/TT-BQP regulates dossiers to appoint heads of military zone-level judgment enforcement agencies as follows:

- Resume summary (T63);

- Self-criticism of the person proposed for appointment or reappointment;

- Declaration of assets and income;

- Copies of diplomas, certificates and other relevant documents;

- Written proposal of the Standing Committee of the Party Committee at the military zone level;

- Appraisal document of the General Department of Politics;

- Proposal proposal of the Director of the Judgment Execution Department of the Ministry of National Defense;

- In case of an on-the-spot appointment, there must be a record of the results of the vote of confidence from the Judgment Enforcement Department.

The request dossier of the Standing Committee of the Party Committee at the military zone level is sent to the Central Military Commission through the Judgment Execution Department of the Ministry of National Defense.

3. Order and procedures for appointing heads of military zone-level judgment enforcement agencies in Vietnam

The order and procedures for appointing heads of military zone-level judgment enforcement agencies are prescribed as follows:

- Every year, the Department of Judgment Enforcement of the Ministry of National Defense coordinates with the Standing Committee of the Party Committee at the military zone level to unify the personnel planning for the appointment and reappointment of Heads and Deputy Heads of military zone-level judgment enforcement agencies;

- Personnel proposed for appointment and reappointment are agreed upon between the Standing Committee of the Party Committee at the military zone level and the Director of the Judgment Execution Department of the Ministry of National Defense; In case of disagreement, the Director of the Judgment Execution Department of the Ministry of National Defense shall report to the Head of the Ministry of National Defense for decision;

- The Standing Committee of the Party Committee at the military zone level carries out the process of requesting appointment and reappointment according to the Regulations on personnel work in the Vietnam People's Army;

- The Department of Judgment Execution of the Ministry of National Defense synthesizes and reviews personnel standards and records; prepares a list to report to the General Department of Politics for appraisal; Complete the dossier and submit it to the Head of the Ministry of National Defense for decision.

4. Term of holding the position of Head of a military zone-level judgment enforcement agency in Vietnam

According to Clause 4, Article 6 of Circular 19/2018/TT-BQP, the term of office as Head of a military zone-level judgment enforcement agency is prescribed as follows:

- Heads and deputy heads of military zone-level judgment enforcement agencies are appointed or re-appointed for a period of 5 years from the effective date of the decision;

- Personnel applying for an appointment for the first time must have been of working age for 3 years or more according to the military rank specified in the Law on Officers of the Vietnam People's Army. In cases where an officer has high capacity and trust and is under 3 years of working age, the first appointment request must be approved by the Head of the Ministry of National Defense.
