The Academy's Director is the legal representative of the Academy; is directly responsible for the management and administration of the Academy's activities in accordance with the law and the Academy's regulations on organization and operation.
The director of the Ho Chi Minh City Cadre Academy has the following qualifications:
- Have good political and ethical qualities; have a good reputation in scientific and educational circles; have administrative and administrative capacity; and have at least 5 years of experience involved in teaching and managing higher education.
- Have a doctoral degree or higher.
- Be in good health and still within the age of appointment as prescribed by law, the City Party Committee and the City People's Committee.

- The Director of the Academy is appointed and re-appointed by term; each term has a term of 5 years, and cannot hold the position for more than 10 years.
- The City People's Committee appoints and dismisses the Academy's Director.
- The process of appointing and dismissing the Academy's Director shall comply with the provisions of law, the City Party Committee and the City People's Committee.
- In case of necessity, the City Party Committee and the City People's Committee may organize a poll of confidence for the Academy's Director.

The powers and responsibilities of the Director of the Ho Chi Minh City Cadre Academy include:
(1) About the organization and personnel
- Decide or request the competent authority to decide on the establishment and dissolution, separation, merger, or renaming of the organizations of the Academy as prescribed in Clauses 3, 4, 5, 6, 7, 8, 9 of Article 6 of this Regulation.
- Promulgate and abolish the internal regulations, rules, and regulations of the Academy to ensure the operation, inspection, and supervision of all activities of the Academy in accordance with current regulations.
- Decide on the appointment and dismissal of Heads and Deputy Heads of the units specified in Clauses 3, 4, 5, 6, 7, 8, 9 Article 6 of this Regulation.
- Develop a plan to develop the teaching staff, organize the fostering and training of lecturers, officials, and employees, take care of the material and spiritual life, and create conditions for lecturers, officials, employees, and learners to participate in mass activities and social activities.
- Organize recruitment of public employees, decide on the receipt and transfer of ranks according to their competence; organize exams for rank promotion and appointment to rank for public employees in accordance with the law, in accordance with the structure of cadres and employees of the Academy and the standards for titles of civil servants and public employees in the education sector; decide the recruitment, dismissal, transfer of civil servants and public employees, sign labor contracts and implement policies and regimes towards employees in accordance with the law; decide to raise the salary level regularly and ahead of time, the seniority allowance exceeding the frame rate for public employees under their management as prescribed by law.
- Implement grassroots democracy regulations in the Academy's activities.
- Ensure the interests of learners according to the provisions of the law.
- Implement the periodical reporting regime on all aspects of the Academy's activities according to current regulations.
- Implement the reward and discipline regime in accordance with the law.
- Ensure order, security, and safety in the Academy.
- Join the Academy Council in the same sector as prescribed by the Ministry of Education and Training.
(2) About training activities
- Organize the implementation of training activities in accordance with the provisions of the Law on Higher Education, the Ho Chi Minh National Academy of Politics, and this Regulation.
- Develop and publicize the conditions for quality assurance at the academy; publicize the granting of diplomas and certificates at the Academy.
(3) Regarding scientific and technological activities
- Develop a plan for the science and technology activities of the Academy and report to the competent authorities.
- Organize the implementation of science and technology projects, technology development, international cooperation projects, state-level development projects.
- Participate in the management and implementation of science and technology projects, technology development, international cooperation projects, and development projects at the ministerial, branch, and city levels.
- Approve, manage, and accept science and technology projects, technology development projects, international cooperation projects, and academy-level development projects.
- Build, organize, and manage scientific and technological information resources and science and technology services.
(4) Finance, property and investment
The Director is the Academy's account holder and is responsible before the law for the management of the Academy's finances and assets.
- Direct and organize the implementation of regulations on financial management, labor assets, salaries, wages, scholarships, tuition fees, social allowances, financial regimes, and policies for lecturers, officers, employees, and learners of the Academy.
- Decide on the level of administrative and professional expenses within the scope of the used financial resources, depending on the content and work efficiency.
- Decide on investment and management of investment projects from the State budget according to the Regulation on investment and construction management promulgated by the Government.
- Based on the master plan or development plan of the Academy approved by the City, the Academy Director is responsible for making investment decisions and approving projects, procedures for capital construction, procurement, and liquidation of assets from the State budget funding for the operation of the Academy, capital from revenue from non-business activities, and other sources of income.
- During the implementation of investment and procurement tasks, the Academy is allowed to mobilize other financial sources such as loans from banks and credit institutions and capital contributions from organizations.
- Exercise financial autonomy according to the provisions of the law; publicly and transparently disclose annual financial revenues and expenditures in the annual staff meeting, in reports, and on the Academy's website.
- Comply with the regulations on auditing.
- The Academy Director is responsible for implementing the resolutions or conclusions of the Academy Council; committing to the annual goals, reporting periodically to the Academy Council, and explaining to the Academy Council when required.
(5) About international relations
- Organize the implementation of international relations tasks according to current regulations. The director has the right to sign cooperation documents with universities, academies, and domestic and foreign research and training organizations in accordance with the law.
- Decide to send cadres from the Head of Department, Faculty or below to work abroad on the basis of the regulations of the City Party Committee and the City People's Committee.
- Manage foreign business delegations and international delegations within the scope of the Academy's external activities in accordance with the law.
- Periodically report to the governing body on the international relations of the Academy.
