Regarding this issue, LawNet would like to answer as follows:

1. General standards of public employees specializing in social work in Vietnam

According to Article 3 of Circular 26/2022/TT-BLDTBXH, the general standards of public employees specializing in social work are prescribed as follows:

- Having good political and moral qualities; abide by the guidelines and policies of the Party and the laws of the State.

- Seting the interests of the subject as the most important goal in professional activities and consciously protecting the long-term and continuous interests of the subject;

Respecting the subject's privacy, self-determination, and privacy rights; encouraging and supporting the target audience to achieve appropriate goals.

- Not taking advantage of professional relationships for personal gain to affect the work of assisting the subject.

- Respect, openness, solidarity, empathy, and sharing with colleagues in professional activities.

- Properly and fully fulfilling the obligations of public employees in professional activities.

- Regularly studying to improve the professional level of social work.

2. Standards of social workers in Vietnam

2.1. Standards for training and retraining the qualifications of social workers

Standards for the training and retraining qualifications of social workers are prescribed as follows:

- Having graduated from secondary school or higher in social work, sociology, psychology, special education, or social science majors suitable to social work tasks.

If they have a high school diploma or higher in another major, they must have a certificate of social work training issued by a training institution or a competent agency or organization under a program issued by the Ministry of Labor, War Invalids, and Social Affairs, or have a primary certificate in social work;

- Possessing a certificate of training in standards for professional titles of social workers specialized in social work.

2.2. Standards of professional competence for social workers

Standards for the professional competence of social workers are prescribed as follows:

- Being able to be independent and proficiently perform social work skills and operations within the scope of assigned work;

- Having basic information technology skills and using foreign languages or ethnic minority languages for public employees working in ethnic minority areas according to job position requirements;

- Having ability to work in a team in the process of performing social work tasks;

- Having good communication skills with the audience;

- Having ability to detect the object's need for help.

3. Duties of social workers in Vietnam

Pursuant to Clause 1, Article 6 of Circular 26/2022/TT-BLDTBXH, the duties of social workers are as follows:

- Taking responsibility for performing a number of social work tasks with simple requirements on theory, methods, and practical skills as assigned;

- Participating in the screening, classification, and reception of subjects as assigned;

- Performing psychophysiological assessments of the health status, personality, and needs of the subject as assigned;

- Proposing a plan and directly implementing the plan of assistance to the target group or target group within the assigned specific scope;

- Participating in the provision and implementation of social work services with simple requirements on the theory, methods, and practical skills of social work, including: counseling, consultation, therapy, rehabilitation, education, negotiation, mediation, and propaganda within the assigned scope;

- Participating in monitoring and reviewing intervention activities; proposing to adjust the support plan if necessary according to the assignment;

- Participating in supporting subjects to integrate into the community within their assigned scope;

- Participating in data collection, synthesis, analysis, and forecasting of the subject's progress;

- Directly taking responsibility for the implementation of a number of social work tasks assigned.
