Standards for revolutionary activists from January 1, 1945, to the August 1945 uprising, according to Article 11 of the Ordinance on preferential treatment for people with meritorious services to the Revolution 2020, are as follows:
- Revolutionary activists are considered and recognized by competent authorities as revolutionary activists from January 1, 1945, to the date of the August Revolution, 1945, when one of the following conditions and criteria is met:
+ Participated in revolutionary organizations or armed forces at district level or equivalent or higher during the period from January 1, 1945, to the date of the uprising in each locality, and then continued to participate in one of two resistance wars;
+ Was active at the grassroots during the period from January 1, 1945, to the day of the uprising in each locality, and then continued to participate in one of the two resistance wars. When operating at the grassroots during the period from January 1, 1945, to the day of the local uprising, they were Secretary, President, Head of the Viet Minh, Secretary of Peasants for National Salvation, Secretary of Youth for National Salvation, Secretary of Women for National Salvation at the commune level or equivalent;
Captains, group leaders, group leaders of teams, groups, self-defense groups fighting, propagating liberation, youth saving the country, farmers saving the country, women saving the country, children who save the country in the locality have not yet formed a commune-level revolutionary mass organization; People who were admitted to the Viet Minh organization were then assigned to stay in the locality to develop the revolutionary base;
People who participated in revolutionary activities in August 1945 and after the date of the uprising until August 31, 1945 held one of the head positions specified in this point or join a revolutionary organization or armed force at district level, equivalent, or higher;
+ Revolutionary activists specified in Points a and b, Clause 1, Article 11 of the Ordinance on preferential treatment for people with meritorious services to the Revolution 2020 will not continue to participate in either of the two resistance wars due to the requirement to reduce government and serve in military service or not be healthy enough.
- People who were recognized as revolutionary activists before January 1, 1945, will not be considered for recognition as revolutionary activists from January 1, 1945, to the date of the August Revolution, 1945.
Preferential regime for revolutionary activists from January 1, 1945, to the date of the August 1945 uprising according to Article 12 of the Ordinance on preferential treatment for people with meritorious services to the Revolution 2020, as follows:
- People who participated in revolutionary activities from January 1, 1945, to the August Revolution in 1945 are entitled to the following preferential treatment:
+ Issue "Certificate of revolutionary activities from January 1, 1945, to the August Revolution day, 1945" according to Government regulations;
+ Monthly allowance;
+ Health insurance;
+ Annual health recovery nursing;
+ Support for housing improvement based on each person's merits and circumstances;
+ Preferential regime specified in Points c and g, Clause 2, Article 5 of the Ordinance on preferential treatment for people with meritorious services to the Revolution 2020;
+ Provide money to buy the Nhan Dan daily newspaper; create conditions to participate in appropriate cultural and spiritual activities.
- People who enjoyed preferential treatment for revolutionary activists from January 1, 1945, to the August Revolution of 1945 and were recognized as revolutionary activists before January 1, 1945, shall only enjoy preferential treatment for people who participated in revolutionary activities before January 1, 1945.
