Regarding this issue, LawNet would like to answer as follows

1. Standards of professional ethics for public university lecturers in Vietnam

- Enthusiastic about the profession, preserving the quality, prestige, and honor of teachers; Having a spirit of solidarity, respect, and cooperation with colleagues in life and work; Having compassion, tolerance, generosity, and gentle treatment of students, trainees, and graduate students (hereinafter referred to as learners); Protecting the legitimate rights and interests of learners, colleagues, and the community.

- Dedicated to work; strictly comply with the rules and regulations of the public higher education institution and the legal regulations of the industry.

- Fairness in teaching and education; accurately assessing learners' abilities; practicing thrift; fighting achievement disease; fighting corruption and waste.

- Other professional ethical standards as prescribed by law.

2. Standards of public university lecturers (grade III) in Vietnam

- Standards for training and fostering qualifications:

+ Have a master's degree or higher appropriate to the job position, industry or teaching major;

+ Have a certificate of training standards for lecturers' professional titles (class III).

- Standards for professional and professional capacity:

+ Master the basic knowledge of the assigned teaching subject; have general knowledge of a number of related subjects in the assigned training major;

+ Understand and properly implement the objectives, plans, content, and programs of assigned subjects in the training major. Identify practices and trends in training and research development of the major at home and abroad;

+ Use teaching aids and teaching equipment effectively and safely, and have effective teaching methods appropriate to subject content; teaching that meets the requirements or better;

+ Ability to do scientific research; apply scientific and technical advances and technology to teaching and assigned tasks;

+ Ability to apply information technology and use foreign languages in performing the duties of the lecturer position (grade III).

3. Standards of main public university lecturers (grade II)

- Standards for training and fostering qualifications:

+ Have a master's degree or higher appropriate to the job position, industry, or teaching major;

+ Have a certificate of training standards for the professional title of main lecturer (class II).

- Standards of professional and professional capacity;

+ Have solid knowledge of the subjects assigned to teach and basic knowledge of a number of related subjects in the assigned training major;

+ Understand and effectively implement goals, plans, content, and programs of assigned subjects; promptly grasp practical requirements for training majors;

+ Preside over the implementation of at least 01 (one) scientific and technological task at the grassroots level or higher level that has been accepted with results that are satisfactory or higher;

+ Preside or participate in compiling at least 01 (one) book for training, appraised, accepted, and put into use in training and fostering from the university level and above by the scientific council (established by the head of the higher education institution or competent authority) appropriate to the industry, major of teaching or training of the lecturer, and having an international standard ISBN code;

+ Author of at least 03 (three) scientific articles that are scientific research works of lecturers that have been published in scientific journals with international standard codes ISSN;

+ Ability to apply information technology and use foreign languages in performing the duties of the main lecturer position (class II);

+ Officials taking the exam or being considered for promotion from the professional title of lecturer (class III), code V.07.01.03 to the professional title of main lecturer (class II), code V.07.01.02 must have held the professional title of lecturer (class III), code V.07.01.03 or equivalent for at least 09 (nine) years for those with a master's degree, 06 (six) years for people with a doctorate; which must have at least 01 year (full 12 months) of holding the professional title of lecturer (class III), code V.07.01.03 as of the deadline for submitting registration documents to take the exam or consider promotion. .

4. Standards of senior public university lecturers (grade I) in Vietnam

- Standards for training and fostering qualifications:

+ Have a doctoral degree appropriate to the job position, industry, or teaching major;

+ Have a certificate of training standards for the professional title of senior lecturer (class I).

- Standards of professional and professional capacity;

+ Have in-depth knowledge of the subjects assigned to teach and have solid knowledge of a number of related subjects in the assigned training major;

+ Master the reality and development trends of training and scientific research in the major;

+ Preside over the implementation of at least 02 (two) grassroots-level science and technology tasks or 01 (one) higher-level science and technology task that has been accepted with results of satisfactory or higher;

+ Instruct at least 02 (two) students to be awarded a master's degree or major or minor to supervise at least 01 (one) doctoral student to be awarded a doctoral degree;

For lecturers teaching health science majors, instructing 01 (one) student to successfully defend a specialist or resident doctor's thesis is counted as guiding 01 (one) student to be awarded a master's degree.

For lecturers teaching art majors, the main or secondary supervision of 01 (one) graduate student can be replaced with 01 (one) research or creative work that has won prestigious domestic and foreign awards.

For lecturers who do not participate in guiding master's thesis or doctoral thesis, the number of accepted scientific research topics must be 2 (two) times the number of scientific research topics stipulated in Point c, Clause 3, Article 7 of Circular 40/2020/TT-BGDDT;

+ Preside over the compilation of at least 01 (one) book for training, appraised and accepted by the scientific council (established by the head of the higher education institution or competent authority) and put into use in training and retraining at the university level or higher in accordance with the industry, major of teaching, or training of the lecturer, and having an international standard ISBN code;

+ Author of at least 06 (six) scientific articles that are scientific research works of lecturers that have been published in scientific journals with international standard codes ISSN;

+ Ability to apply information technology and use foreign languages in performing the duties of the senior lecturer position (grade I);

+ Officials taking the exam or being considered for promotion from the professional title of main lecturer (class II), code V.07.01.02, to the professional title of senior lecturer (class I), code V.07.01.01, must have held the professional title of main lecturer (class II), code V.07.01.02, or equivalent for at least 06 (six) years; of which at least 01 year (full 12 months) must have held the professional title of lecturer (class II), code V.07.01.02, up to the deadline for submitting registration documents to take the exam or consider promotion.
