This content is prescribed in Circular 25/2022/TT-BGTVT, guiding the work of ensuring special aircraft and special-cabin flights.
** For pilots with Vietnamese nationality:
(1) Having an aircraft pilot license issued by the Civil Aviation Authority of Vietnam with the aircraft type and rating still valid, suitable for the scheduled flight of Vietnam's special aircraft or cabin;
(2) For the commander of the aircraft on a special aircraft flight: have a total of at least 5,000 cumulative flight hours (including a minimum of 1,500 hours in the main pilot position) when the flight is more than 02 hours, and at least 4,000 hours (including at least 1,000 hours in the main pilot position) when the flight is less than 02 hours; have a cumulative total of 500 hours of flight time on an aircraft that makes a special flight in the main pilot position: at least 500 hours when the flight is more than 02 hours and at least 300 hours in the main pilot position when the flight is less than 02 hours;
(3) For co-pilot: having a total cumulative flight time of at least 3,000 flight hours in case the aircraft type has an average flight time of more than 02 hours; having a minimum cumulative total flight time of 2,000 hours in case of an aircraft type with an average flight time of less than 02 hours;
(4) For new types of aircraft, within 01 year from the date of operation, in case there is a request to fly a special aircraft from Vietnam, the aircraft operator is responsible for assessing the pilot's ability on the basis of meeting the total cumulative flight hours specified at points (2), (3) for the type of aircraft previously operated by Vietnam, and reporting to the Civil Aviation Administration of Vietnam for supervision;
(5) Having a sense of responsibility and a good sense of discipline, a clear background;
(6) In the course of flight work, he has not been disciplined for committing violations that pose a threat to safety of level D or higher within 24 months up to the time of performing the special flight mission;
(7) Having been decided in writing by the head of the airline operating Vietnam's special aircraft to fly the Vietnam's special aircraft.
**For pilots with foreign nationality: (only allowed to fly specialized flights, with more than 2000 hours of flight time on aircraft that make specialized flights)
(1) Must have a labor contract of at least 24 months with a Vietnamese airline that is ordered to operate a special flight of Vietnam up to the time of selection to serve Vietnam's specialty flight; in case there is a requirement to use a new type of aircraft that has been operated in Vietnam for less than 24 months, the pilot of a new type of aircraft with a minimum labor contract term of 3 months may be used;
(2) Having an aircraft pilot license issued by the Civil Aviation Authority of Vietnam with the aircraft type and rating still valid, suitable for the type of aircraft used for specialized flights in Vietnam;
(3) Having a sense of responsibility and a good sense of discipline, a clear background;
(4) In the course of flight work, he has not been disciplined for committing violations that pose a threat to safety from level D or higher within 24 months up to the time of performing the specialized flight duties;
(5) Carrying out Vietnam's special-cabin flight with a Vietnamese pilot;
(6) Having a written decision from the head of the airline conducting the Vietnam special-cabin flight to conduct the Vietnam special-cabin flight.
