According to Clause 1, Article 4 of Circular 45/2022/TT-BGTVT, Class I registration officers are responsible for performing the following tasks:
- To assume the prime responsibility for organizing the implementation of tasks in the field of registration within the functions and tasks of public non-business units in accordance with law;
- To assume the prime responsibility for researching, proposing, and developing guidelines, policies, orientations, and plans for the development and application of science and technology in registration management activities;
- To assume the prime responsibility for researching and developing regulations on the professional management of the registry;
- To assume the prime responsibility for summarizing, evaluating, and proposing solutions to enhance the operational efficiency of the registration work;
- To assume the prime responsibility for researching topics, schemes, and scientific research works in order to renew and improve the management mechanism, and to improve the effectiveness and efficiency of registration activities;
- To preside over the organization of the compilation and development of professional manuals in the field of registration; assume the prime responsibility for organizing thematic training, fostering professional skills, or disseminating specialized knowledge and experience in registration;
- To perform other tasks assigned by competent authorities.
Class I registration officers must meet the general standards of professional ethics specified in Article 3 of Circular 45/2022/TT-BGTVT, specifically as follows:
- Complying with the guidelines and guidelines of the Party, policies and laws of the State.
- Honesty, objectivity, and a high sense of responsibility for the assigned work; properly and fully performing the obligations of public employees in professional activities.
- Consciously cultivating ethics, preserving professional quality, honor, and prestige; not abusing their assigned positions and tasks for personal gain; demonstrating solidarity, creativity, self-improvement, and a willingness to absorb and learn new knowledge;
- Having a sense of coordination, helping colleagues, sharing work experiences; actively participating in scientific research, technical innovation initiatives to develop careers and improve qualifications.
Specifically, in Clause 2, Article 4 of Circular 45/2022/TT-BGTVT stipulating the standards for training and fostering qualifications of Class I registrars as follows:
- Having a university degree or higher with a training discipline or major suitable to the requirements of the job position;
- Having a certificate of training according to the professional title standards of the specialized registration officer.
Standards on professional competence of Class I Registration Officers are specified in Clause 3, Article 4 of Circular 45/2022/TT-BGTVT as follows:
- Understand the viewpoints, guidelines and lines of the Party, policies and laws of the State; situation and development trend of the registration field;
- Mastering the provisions of domestic and international laws on registration; have in-depth knowledge in the field of registration; having the ability to apply and deploy technology within the scope of their assigned work;
- Having the capacity to research and develop schemes, projects and action programs; capacity to advise on strategic planning, master plans, plans and policies associated with professional expertise in the registry;
- Having ability to organize the performance of assigned tasks; capable of analyzing and synthesizing practical problems, proposing solutions to improve the legal policy of the registry;
- Having skills in drafting, presenting, developing and implementing projects, schemes and programs related to registration activities;
- Having basic information technology skills and using foreign languages or using ethnic minority languages for officials working in ethnic minority areas as required by the job position.
