1. Standards of Class I inland waterway Port Officer in Vietnam

1.1. General standards of professional ethics

Class I inland waterway port officers must fully meet the general standards of professional ethics specified in Article 3 of Circular 39/2022/TT-BGTVT:

- Complying with the guidelines and policies of the Party and the laws of the State.

- Honesty, objectivity, and a high sense of responsibility for the assigned work; properly and fully performing the obligations of public employees in professional activities.

- Consciously cultivating ethics, preserving professional quality, honor, and prestige; not abusing their assigned positions and tasks for personal gain; demonstrating solidarity, creativity, self-improvement, and willingness to absorb and learn new knowledge;

Caving a sense of coordination, helping colleagues, sharing experiences at work; actively participating in scientific research, technical innovation initiatives to develop careers and improve qualifications.

1.2. Standards of training and retraining

According to Clause 2, Article 4 of Circular 39/2022/TT-BGTVT, standards for training and fostering qualifications of Class I inland waterway port officers are prescribed as follows:

- Having a university degree or higher with a training discipline or major suitable to the requirements of the job position;

- Having a certificate of training according to the standards of professional titles for officers specialized in the inland waterway port officer.

1.3. Standards of professional competence

Specifically, in Clause 3, Article 4 of Circular 39/2022/TT-BGTVT stipulating the standards of professional competence, grade I inland waterway port officers, as follows:

- Firmly grasping the guidelines and policies of the Party, the laws of the State, strategies, master plans, and plans for the development of the inland waterway sector; understand socio-economic realities;

- Mastering the situation and development trend of the domestic and international inland waterways; having in-depth knowledge of the inland waterway port officer; having the ability to apply and deploy technology within the scope of their assigned work;

- Mastering the system of state administrative management knowledge; specialized state management in the field of waterways and the provisions of law on regimes for public employees;

- Having the capacity to propose, advise on policy making, and propose methods to improve or solve practical problems that are posed under the management of the Inland Waterway port officer;

- Strong writing and presentation skills; well-solved assigned tasks;

- Capable of analyzing and synthesizing practical problems, proposing solutions to improve policies and laws in the operation of the Inland Waterway port officer;

- Ability to organize and direct the application of scientific and technical advances to improve and raise the quality and efficiency of work in the Inland Waterway industry and the field of organization and operation of the Inland Waterways port officer;

- Having basic information technology skills and using foreign languages or ethnic minority languages for officials working in ethnic minority areas as required by the job position.

2. Duties of Class I Inland Waterway port officer in Vietnam

Class I inland waterway port officers in Vietnam are responsible for performing the following tasks:

- Assume the prime responsibility for organizing the performance of professional tasks under the management of the Inland Waterways port officer in accordance with law;

- Assume the prime responsibility for researching, proposing, and formulating guidelines, policies, orientations, master plans and plans for the development and application of science and technology within the scope of tasks of the Inland Waterway port officer;

- Assume the prime responsibility for researching and developing regulations and specialized professional processes in the assigned fields; compiling professional manuals for the Inland Waterways port officer;

Specialized training, professional retraining, and dissemination of knowledge and management experience within the functions and tasks of the Inland Waterway Administration;

- Preside over the research and development of topics, projects, and scientific research works, management solutions
in order to renew and perfect the management mechanism, improve the effectiveness and efficiency of the operations of agencies and organizations related to the tasks of the Inland Waterway Administration;

- Organize the propagation and dissemination of specialized legal documents in the assigned fields to the subjects under their management and inspect the implementation of these regulations;

- Perform other tasks assigned by competent authorities.
