Be honest, not opportunistic, closely attached to the people, and trusted by the people.
- Have a good understanding of political theory, viewpoints and lines of the Party, policies, and laws of the State; have the education, expertise, ability, and health to work effectively to meet the requirements of assigned tasks.
Criteria for Secretary, Deputy Secretary of Party Committee, Party cell executive, and Standing Party Committee of the commune according to Article 5 of the Regulation promulgated together with Decision 04/2004/QD-BNV are as follows:
* Position: is a cadre in charge of Party work in the Party Committee, cell (where the Party Committee has not been established) in communes, wards, and townships; is responsible for leading and directing activities to perform the functions and tasks of the Party Committee, cell, together with the collective party committee, branch committee, to comprehensively lead the political system at grassroots level in the implementation of the guidelines, policies, and laws of the Party and the State in the area of communes, wards, and townships.
* Duties of the Secretary:
- Firmly grasp the Party Platform and Charter, the Party's lines and guidelines, the State's policies and laws, the resolutions and directives of their superiors, and the functions and tasks of the Party cells and branches at their respective levels;
Master the key tasks, effectively deal with unexpected work; firmly grasp and closely monitor the situation of Party committees and organizations under the Party and the people in the locality; mainly responsible for the work of the party committee.
- Preside over the meetings of the Executive Committee and the Standing Committee, direct the preparation of resolutions of the Party, the Executive Committee and the Standing Board, and direct the successful implementation of those resolutions.
- Implement the principle of democratic centralism in leadership, directing activities, and playing a central role in solidarity to maintain a comprehensive leadership role for organizations in the political system in communes, wards, and townships. .
- Lead and inspect the organization and implementation of directives and resolutions of superiors, the Party committee, the Executive Committee and the Standing Committee of the Party Committee.
* Duties of Deputy Secretary, Standing Party Committee:
- Help the Secretary of the Party Committee to prepare the contents of the meetings and draft resolutions of the Executive Committee and the Standing Committee on all aspects of the Party's work.
- Organize information on the situation and policies of the Executive Committee and the Standing Committee to members of the Executive Committee and affiliated party organizations.
- Organize the inspection of the implementation of resolutions and directives of the superior party committees, the Executive Committee, and the Standing Board.
* Specific standards:
- Age: Not more than 45 years old when holding the position for the first time.
- Education: Graduated from high school.
- Political theory: Having a political intermediate level or higher.
- Professional skills: in the delta and urban areas, with intermediate professional qualifications or higher; in mountainous areas, with professional knowledge (equivalent to elementary level or higher).
