Regarding this issue, LawNet would like to answer as follows:

1. Duties of public employees supporting the education of people with disabilities in public educational establishments in Vietnam

- Participate in developing educational plans for people with disabilities;

- Implement programs and plans to support the education of people with disabilities according to the unit's requirements and regulations;

- Support people with disabilities to learn and practice specific skills and life skills suitable to their abilities and needs;

- Support teachers in care and education activities for people with disabilities;

- Coordinate with teachers and homeroom teachers to evaluate people with disabilities;

- Participate in mobilizing people with disabilities to go to school to study;

- Support and advise families of people with disabilities and the community on knowledge and skills to care for and educate people with disabilities;

- Complete training programs; self-study and self-training; and improve professional capacity according to the requirements of the job position;

- Perform other tasks assigned by the principal.

2. Standards for officials supporting the education of people with disabilities in public educational establishments in Vietnam

* Standards of professional ethics

- Comply with the Party's policies and guidelines, the State's policies and laws, and industry regulations;

- Have a sense of responsibility and dedication to work; love, respect, and treat people with disabilities fairly; support and protect the legitimate rights and interests of people with disabilities;

- Have a sense of responsibility to cooperate with colleagues, families of people with disabilities, and other organizations and individuals in supporting the education of people with disabilities;

- Implement a healthy, civilized lifestyle suitable for the educational environment.

* Standards for training and fostering qualifications

- Have a college diploma or higher in a major in supporting the education of people with disabilities or have a college diploma or higher in one of the following fields, groups of industries and occupations: Teacher training, Psychology, Social Work, Health (according to regulations of the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs);

- Complete the training program according to the standards of professional titles of public employees supporting the education of people with disabilities according to regulations.

* Standards of professional and professional capacity

- Understand and know how to apply the Party's policies and guidelines, the State's policies and laws, regulations, and requirements of sectors and localities related to the education of people with disabilities;

- Have an understanding of the characteristics and needs of people with disabilities; provide educational support for people with disabilities;

- Apply basic professional knowledge and skills to educational support for people with disabilities;

- Have ability to implement or coordinate the implementation of educational support programs for people with disabilities according to educational levels;

- Have skills to support, advise, participate, and coordinate with teachers, families, and communities in educating people with disabilities.

3. Appointment of professional titles of public employees supporting the education of people with disabilities in public educational establishments in Vietnam

Appointment to the professional title of education support public employee for people with disabilities, code V.07.06.16 for:

- In case an public employee is working to support the education of people with disabilities but has not been appointed according to the provisions of Joint Circular 19/2016/TTLT-BGDDT-BNV of the Minister of Education and Training and the Minister of Home Affairs regulating codes and standards for professional titles of educational support staff for people with disabilities in public educational establishments when they meet the standards of training qualifications specified in Point a, Clause 3, Article 3 of Circular 21/2023/TT-BGDDT

- In case of being recruited as an education support public employee for people with disabilities after the effective date of this Circular and meeting the probationary requirements as prescribed.
