Regarding this issue, LawNet responded as follows:

1. Who is the national defense and security education propagandist?

According to Article 2 of Circular 25/2014/TT-BQP, national defense and security education propagandis is the person performing the task of disseminating defense and security knowledge to cadres and people at the grassroots level, recognized by the decision of the chairperson of the People's Committee of the commune, ward, or township.

2. Standards for national defense and security education propagandists in Vietnam

Standards of national defense and security education propagandis shall comply with the provisions of Article 4 of Circular 25/2014/TT-BQP, specifically as follows:

- Having full civil act capacity and health to perform the mission of propagandist.

- Having a firm political stance, good moral character, and a reputation among the people.

- Having knowledge and understanding of national defense and security.

- Having received professional training in the dissemination of national defense and security knowledge and being granted certificates by competent authorities.

- For propagandists in ethnic minority areas, in addition to the above criteria, they must be fluent in local ethnic minority languages.

3. Human resources for National Defense and Security Education Propaganda in Vietnam

The selection of national defense and security education propagandis is as follows:

- Cadres, civil servants, and people working part-time in communes, wards, and townships; heads of villages, hamlets, phum, squirrels, and residential quarters (hereinafter referred to as hamlets); heads of mass organizations in villages and hamlets, captains and platoon leaders of militia and self-defense forces.

- A member of the Communist Party of Vietnam living in the place of residence.

- Typical individuals, reputable people in the residential community.

- Member of Vietnam Veterans Association, historical witness.

4. Requirements for activities of National Defense and Security Education Propagandists in Vietnam

According to Article 5 of Circular 25/2014/TT-BQP, the requirements for activities of National Defense and Security Education Propagandists as follows:

- Complying with the provisions of the law.

- Right plan, content and assigned tasks.

- Propaganda and dissemination contents must conform to the Party's line and viewpoint, and the State's policies and laws.

- Easy to understand, persuasive, and suitable for each audience.

5. Cases of dismissal of National Defense and Security Education Propagandists in Vietnam

Chairpersons of People's Committees of communes, wards, and townships shall decide to dismiss public defenders of national defense and security education in the cases specified in Article 6 of Circular 25/2014/TT-BQP, specifically as follows: :

- Being disciplined from a warning or higher.

- Violating Article 9 of the Law on National Defense and Security Education 2013, specifically:

+ Taking advantage of defense and security education activities to propagate and distort the Party's lines and views, policies, and laws; disclosure of state secrets; propagating hostile policies, causing division in the great national unity bloc; infringing upon the interests of the State, the lawful rights and interests of organizations and individuals.

+ Obstructing the implementation of defense and security education.

+ Other acts as prescribed by law.

6. The principles of National Defense and Security Education in Vietnam

According to Article 5 of the Law on National Defense and Security Education 2013, the principles of defense and security education include:

- Complying with the Constitution and laws of the Socialist Republic of Vietnam, under the leadership of the Communist Party of Vietnam, under the unified management of the State.

- National defense and security education are the responsibility of the political system and the entire people, in which the State plays a leading role.

- Combining defense and security education with ideological and political education, law dissemination, and education, and associating it with building a strong comprehensive base.

- Comprehensive, focused education in appropriate forms; combination of theory and practice

- National defense and security education programs and contents must be appropriate to each subject and promptly respond to the actual situation.

- Ensuring state secrets, planning, inheritance, development, science, modernity, easy to understand, practical and effective.
