1.1. Standard of facilities at military vehicle driving training institutions in Vietnam
* Classroom system:
- Theoretical classroom: minimum area of 1.5 m2 per student, full tables and chairs, learning equipment, lighting, environmental sanitation according to prescribed standards;
- Classroom for road traffic law: There are enough pictures, a road traffic signal system, pictures, and teaching equipment;
- Classrooms dedicated to automobile structure, profession, and driving techniques: Ensure that there are enough models of learning tools, drawings, simulation equipment, tables, and other equipment used for teaching according to regulations and in accordance with the training program.
* Workshop for car maintenance - repair:
- There is enough area for trainees to study, the area must be at least 35 m2 per training vehicle; ensure adequate lighting, ventilation, environmental sanitation, and occupational safety according to prescribed standards;
- Having a full range of details, assemblies, training vehicles, and specialized tools for auto repair for trainees ensures 8 to 10 trainees per training vehicle; each vehicle has 1 set of specialized tools;
- There are enough tables, chairs, removable tables (working desks), and tables for teaching and learning.
* Training ground:
- There are enough yards for the learning and driving test;
- The driving practice yard has the minimum area to arrange the prescribed routes for each vehicle class. The general yard has enough routes and the necessary area to arrange continuous situations according to the prescribed standards.
* Driving practice vehicle:
- Belonging to the group of training vehicles, the payroll of the training institution, corresponding to each class of vehicles permitted for training, registered, and with military number plates attached;
- Having sufficient conditions for circulation according to regulations and having the main brake support device for teachers to use, arranged in the teacher's sitting position, with a solid structure, convenient, safe, and ensuring effective braking according to the law;
- Transport vehicles used to teach driving: The trunk must have a roof to cover the rain and sun and a seat for trainees to be firmly attached to the trunk;
- Have a license to practice driving, a license plate of a practice car issued by the Department of Motor Vehicles/General Department of Technology.
* Driving practice road is a public traffic road, has a sufficient system of signboards and basic traffic signals as prescribed, registered, and recorded on the driving practice vehicle license. The routes are suitable for military terrain in terms of combat and field operations.
* Learning material:
- Having enough textbooks and teaching materials for subjects according to the training program for each class of vehicle; guiding documents for preparation, examination, test, and driving test; and reference documents for teaching and learning;
- Having a sufficient system of books and forms to serve the teaching and learning management of teachers and students according to regulations.

- General standards: Driving teachers must meet the standards for elementary level teachers as prescribed by the law on vocational education.
- Theoretical teachers must have an intermediate diploma or higher in one of the majors in Law or Automotive Technology or 30% or more in automotive technology content. Road traffic law teachers must have a valid military driving license.
- Teachers who teach driving techniques and practice driving must have a military driving license equivalent to or higher than that of the training vehicle class, have driving experience of 03 years or more, have been trained in practical driving skills, and have been granted a driving license.

Duties of a military driver training institution as defined in Article 10 of Circular 170/2021/TT-BQP include:
- Organizing training for drivers of all classes according to the prescribed program content, fostering knowledge of the law on road traffic; inspecting and granting certificates to drivers of special-use motorbikes issued by the Ministry of National Defense participating in traffic.
- Organizing exams and granting elementary vocational certificates and graduation certificates to students, except for class A driver training subjects. Managing and storing training records according to regulations.
- Regularly completing and upgrading material foundations, equipment, and technical means; fostering and improving professional, technical, and pedagogical qualifications for teachers to improve training quality.
- Implementing the regime of living, managing and training students according to the Regulation on management of military cadets in the Military School, the Command on Army Management and the Charter of the School of the Vietnam People's Army.
- Carrying out preliminary, summary and professional reports, request the organization of military driving test and test under the guidance of the superior professional agency.
