Regarding this issue, LawNet would like to answer as follows:
- Individual members: Vietnamese citizens who are former youth volunteers who have completed their missions during periods of resistance, building socialism, protecting the Northern border, the Southwestern border, helping Laos and Cambodia, overcoming the consequences of war, and building the economy from 1975–1982. A former officer who directly worked on youth volunteer work during periods of approval of the Association's Charter, voluntarily applied to join the Association, and was considered and admitted by the Association as an official member of the Association.
- Organization members: The Association of Former Youth Volunteers in the provinces and centrally run cities was established in accordance with the law, voluntarily applied to join the Association, and was considered and admitted by the Association as an official member of the Association.

- Have legal rights and interests protected by the Association according to the provisions of law and the Association's Charter; receive mental and material help from the Association when encountering difficulties according to the Association's financial capacity according to the Association's regulations and the provisions of law.
- Be provided with information related to the Association's field of activities and participate in activities organized by the Association.
- Participate in discussions and decisions on the Association's working policies according to regulations; to propose and propose opinions that reflect legitimate thoughts and aspirations to the Association and competent agencies on issues related to former youth volunteers and the Association's field of activities; Introduce members to the Association's leadership body according to the Association's regulations.
- Delegate members can attend the Congress; and participate in candidacy, nomination, and election to the Executive Committee, Inspection Committee and leadership positions of the Association according to the Association's regulations, the Association's Charter and the provisions of law.
- Be allowed to introduce new members.
- Be rewarded according to the Association's regulations, the Association's Charter and the provisions of law.
- Receive membership cards, according to the Association's regulations.
- Be allowed to the Association when deemed unable to continue being a member.

- Strictly comply with the Party's guidelines and policies, the State's policies and laws, the Association's Charter and resolutions, decisions, and operating programs of the Association; Implement the information and reporting regime according to the Association's regulations.
- Participate in activities and activities of the Association; unite and cooperate with other members to build a strong and developed Association. Pay full membership fees according to the Association's regulations; propagate to enhance the reputation and expand the Association's influence in society. Protect the reputation of the Association.
- Actively participate in team spirit activities, patriotic emulation movements, and other activities for the benefit of the community.
- Maintain the character and revolutionary moral qualities of young volunteers, be exemplary in life, educate children and grandchildren in the family, and contribute to the education of the younger generation.
- Protect the reputation of the Association, do not use the name of the Association in transactional relationships, unless assigned in writing by the Association's leaders. Coordinate and help other members of the Association with activities.
