1. Standards for lecturers in training and retraining institutions for cadres, civil servants, and public employees in Vietnam

Standards for lecturers in training and retraining institutions for cadres, civil servants, and public employees according to Article 13 of Circular 03/2023/TT-BNV are as follows:

* Senior lecturer:

- Having a doctoral degree relevant to the job position, expertise, and major of teaching.

- Having a degree in political theory as prescribed.

- Having a certificate of training according to the professional title standards of university lecturers.

- Able to use information technology and foreign languages as required by the position.

* Main lecturer:

- Having a master's degree or higher relevant to the job position, expertise, and major of teaching.

- Having a degree in political theory as prescribed.

- Having a certificate of training according to the professional title standards of university lecturers.

- Able to use information technology and foreign languages as required by the position.

* Lecturers:

- Having a university degree or higher relevant to the job position, expertise, and major of teaching.

- Have a degree in political theory as prescribed.

- Having a certificate of training according to the professional title standards of university lecturers.

- Able to use information technology and foreign languages as required by the position.

2. Working time, standard teaching hours, and norm of teaching hours with lecturers in training and retraining institutions for cadres, civil servants, and public employees in Vietnam

Working time, standard teaching hours, and norm of teaching hours with lecturers in training and retraining institutions for cadres, civil servants, and public employees according to Article 14 of Circular 03/2023/TT-BNV are as follows:

- The lecturer's working time is determined according to the working regime of 40 hours in a week.

- The total working time of lecturers in a year to perform teaching, scientific research, study, foster care, and other tasks is 1,760 hours after deducting the prescribed number of days off.

- Standard teaching time is the unit of time converted from the number of labor hours required to complete a certain amount of work in the teaching task of the lecturer equivalent to a theoretical or practical class period. (or remote teaching), including the required labor time before, during, and after the lecture.

- The teaching time in the training and retraining plan is calculated by the standard teaching hours, in which one period (45 minutes) of lecture, live discussion in class (or teaching remotely) is equal to one standard hour of teaching and is specified in Article 19 of Circular 03/2023/TT-BNV.

- Norm of standard teaching hours in a year:

+ Trainees: Up to 90 standard hours.

+ Instructor: 270 standard hours.

+ Main lecturer: 290 standard hours.

+ Senior Instructor: 310 standard hours.

+ The standard time for direct classes of lecturers specified at Points b, c, and d, Clause 5, Article 14 of Circular 03/2023/TT-BNV accounts for at least 50% of the respective prescribed norm.

- The head of the training institution shall specify the standard hours for each lecturer, suitable to the actual situation of the unit but not higher or lower than 15% compared with the standard hours prescribed in Clause 5, Article 14 of Circular 03/2023/TT-BNV

3. Tasks of teaching with lecturers in training and retraining institutions for cadres, civil servants, and public employees in Vietnam

Tasks of teaching with lecturers in training and retraining institutions for cadres, civil servants, and public employees according to Article 15 of Circular 03/2023/TT-BNV are as follows:

- Prepare to teach:

+ Mastering the objectives, content, programs, teaching methods, positions, requirements of the subject, of the topics assigned to teach, regulations on examination, examination and assessment of students' learning results.

+ Develop teaching plans, course outlines, lectures, and design documents and data for teaching.

- Lecture, guide students in self-study skills, discuss, solve case studies, do scientific research, participate in practical activities, write graduation thesis (if any), report,
  essays and projects.

- Find out the qualifications, knowledge and aspirations of students; regularly update information to supplement, perfect and renew content, teaching methods and data for teaching.

- Implement the process of assessing students' learning outcomes and guide students to evaluate teaching activities.

- Attend time, conducting lectures and participating in evaluating the teaching activities of other lecturers according to the regulations of the training and retraining institution.
