1. Standards for becoming interpreters for Foreign healthcare practitioners in Vietnam

The standards for interpreters for foreign practitioners in medical examination and treatment according to Article 35 Decree 96/2023/ND-CP are as follows:

- Standards for interpreters for foreign practitioners when examining and treating patients who do not share the same mother tongue with the practitioner or patients who cannot use the common language registered by the practitioner: being able to use a language appropriate to the language used by the practitioner and the patient.

- Standards for interpreters for foreign practitioners coming to Vietnam for medical humanitarian assistance sessions, transferring technical expertise in medical examination and treatment according to cooperation agreements between Vietnamese medical institutions and foreign medical institutions:

+ Being able to use a language appropriate to the language used by the foreign practitioner;

+ Having a medical examination and treatment practice license.

- Medical treatment instructions and prescriptions must be written in Vietnamese. In cases where the practitioner is a foreigner, the treatment instructions and prescriptions must be written in the language registered by the practitioner for medical examination and treatment and must be translated into Vietnamese, with the interpreter's signature on the prescription.

2. Application and Procedures for Considering the Recognition of Medical Practicing Licenses Issued by Competent Authorities of Foreign Countries in Vietnam

Conditions, dossier, and procedures for considering the recognition of medical practice licenses issued by competent authorities of foreign countries according to Article 37 Decree 96/2023/ND-CP are as follows:

- The person requesting recognition of the medical practice license issued by competent authorities of foreign countries must meet the following conditions:

+ The person requesting recognition of the medical practice license is Vietnamese or is working at a medical examination and treatment facility in Vietnam or has been granted a work permit according to the regulations of the Labor Code 2019;

+ The medical practice license of the person requesting recognition must meet the conditions specified in Clause 1 Article 29 Law on Medical Examination and Treatment 2023.

- Dossier for requesting recognition of the medical practice license issued by competent authorities of foreign countries:

+ Application for recognition of the medical practice license;

+ Legitimate copy of the medical practice license that has been issued.

- Procedures for recognizing the medical practice license:

- The person requesting recognition of the medical practice license submits 01 set of dossier as prescribed in Clause 2 Article 37 Decree 96/2023/ND-CP to the Ministry of Health (Hanoi, Vietnam).

- In the case where the person requesting recognition has a medical practice license issued by a foreign licensing authority that has been evaluated for recognition:

+ Within 30 days from the day of receiving the dossier, the Ministry of Health must issue a written response regarding the recognition or non-recognition of the medical practice license;

+ If verification is required for the foreign training of the practitioner, the recognition period is 30 days from the date of receiving the verification results.

- In the case where the person requesting recognition has a medical practice license issued by a foreign licensing authority that has not been evaluated for recognition:

+ The Ministry of Health (Hanoi, Vietnam) conducts the evaluation for recognition as prescribed in Article 38 Decree 96/2023/ND-CP;

+ Within 30 days from the date of receiving the evaluation results, the Ministry of Health must issue a written response regarding the recognition or non-recognition of the medical practice license;

+ If verification is required for the foreign training of the practitioner, the recognition period is 30 days from the date of receiving the verification results.
