Regarding this issue, LawNet would like to answer as follows:

Standards for awarding Certificates of Merit of the Ministry of Labor - Invalids and Social Affairs in Vietnam

Specifically, according to Article 7 of Circular 16/2023/TT-BLDTBXH, the standards for awarding Certificates of Merit of the Ministry of Labor - Invalids and Social Affairs are as follows:

(1) The Ministry's Certificate of Merit is awarded to individuals who are exemplary in implementing the Party's guidelines, state policies, and laws and meet one of the following criteria:

- Those who have excellent achievements evaluated in the interim and final reviews of the emulation movements launched by the Minister;

- Those who have achieved numerous outstanding results or unexpected achievements that have had an impact in one of the areas under the Ministry's management;

- Those who have contributed to socio-economic development, the application of scientific and technological advancements, social work, and humanitarian activities;

- Those who have been awarded the "Grassrot-level Emulation Fighter" title twice consecutively or have been continuously recognized for excellent completion of tasks for two years or more, during which they have had two recognized and effectively implemented initiatives at the grassroots level;

Or have completed two scientific topics, scientific projects, or scientific and technological works that have been accepted and effectively applied within the scope of the grassroots level; or have been members of the editorial board or drafting committee for two legal documents, programs, or projects submitted to the Ministry or higher authorities, ensuring progress and quality, or have two articles published in scientific journals with international standard ISSN codes;

- Those who have worked at a unit for more than 10 years and have made significant contributions to the unit's development, to be awarded on the occasion of the unit's anniversary (round year);

- Individuals who have reached retirement age, have continuously and successfully completed assigned tasks for five consecutive years before retirement, and have not received the Ministry's Certificate of Merit. The request for awarding the Certificate of Merit is made when the individual submits the retirement notification from the competent authority.

- Other individuals considered by the Minister, ensuring compliance with the regulations on emulation and rewards.

(2) The Ministry's Certificate of Merit is awarded to exemplary collectives that adhere to the Party's guidelines, state policies, laws, and internal unity, and meet one of the following criteria:

- Have excellent achievements evaluated in the interim and final reviews of the emulation movements launched by the Minister;

- Have achieved numerous outstanding results or unexpected achievements that have had an impact in one of the areas under the Ministry's management;

- Have contributed to socio-economic development, the application of scientific and technological advancements, social work, and humanitarian activities;

- Have been continuously recognized for excellent completion of tasks for two years (completing 100% of assigned tasks, additional tasks, and unexpected tasks within the year, ensuring timely and quality completion according to requirements; actively provide suggestions and proposals to the competent level to perform assigned functions and tasks well) or have been awarded the title of "Excellent Labor Collective".

- Effectively implement democratic regulations at the grassroots level, well-organized emulation movements; take care of material and spiritual life within the collective; practice thrift; combat waste; prevent and combat corruption and negative behaviors;

- Have outstanding achievements in the process of building and developing the unit for more than 10 years, to be awarded on the occasion of the unit's anniversary (round year);

- Other collectives considered by the Minister, ensuring compliance with the regulations on emulation and rewards.

(3) The Ministry's Certificate of Merit is awarded to exemplary families that adhere to the Party's guidelines, state policies, and laws, make significant contributions to the local community and society in the field of labor, and have meritorious service to society.

Note: Each individual or collective can only propose the Ministry's Certificate of Merit once a year for the type of reward based on their merits.

Individuals or collectives who have received a state-level award in the same year are not eligible to propose the Ministry's Certificate of Merit for that year and the following year, except for unexpected rewards.
