1. Standards for appointing and recommending cadres to be candidates for higher positions in Vietnam

Criteria and conditions for appointment and nomination of officers for higher positions according to Article 18 of Regulation 80/QD-TW dated August 18, 2022 are as follows:

- Ensuring general standards and specific standards of titles appointed and nominating candidates according to regulations.

- Officers introduced from on-site human resources must be planned for an appointed title or planned for an equivalent title or higher.

For personnel from outside sources, they must have equivalent titles or more. Special cases shall be considered and decided by competent authorities.

- Having held the current position or an equivalent position for at least 2 years. Special cases shall be considered and decided by competent authorities.

The appointment of officers in the armed forces shall be specified by the Central Military Commission and the Central Public Security Party Committee in accordance with practical requirements.

- Having a complete and clear profile, personal background, declaration of assets and income, and being appraised and verified by a competent authority.

- Age: Officers of agencies in the political system who are proposed to be appointed to a leadership or management position (higher) for the first time must be old enough to work for a full term. Special cases shall be considered and decided by competent authorities.

- Have enough health to complete the assigned task.

- Disciplinary officers shall not assign, appoint, or recommend candidates to a position higher than the one being disciplined for the following period of time (from the date of signing the disciplinary decision):

+ 12 months for discipline form of Reprimand.

+ 30 months for disciplinary form of Warning.

+ 60 months for discipline form of Dismissal.

2. Principles of appointing and recommending candidates in Vietnam

Principles of appointment and nomination of candidates according to Article 16 of Regulation 80/QD-TW dated August 18, 2022 are as follows:

- Party committees, party organizations, and collective leaders of agencies and units consider and decide to appoint and nominate candidates according to their competence; ensuring the leadership of the Party, the principle of democratic centralism, objectivity, publicity, and transparency, and giving full play to the powers and responsibilities of each member and the head.

- Based on standards, conditions, qualities, ethics, capacity, forte, and reputation of officials; at the same time, stemming from the requirements of performing political tasks of localities, agencies, and units.

- Ensuring the stability, succession, and continuous development of the staff; improving work quality and efficiency.

- Failing to appoint, introduce candidates, mobilize, confer, or promote military ranks of cadres and party members who are being examined and disciplined.

3. Responsibilities and authority to appointand recommend candidates in Vietnam

Responsibilities and authority to appoint and nominate candidates for election under Article 17 of Regulation 80/QD-TW dated August 18, 2022 are as follows:

- The leadership collective and the head of the party committee, party organization, agency, or unit propose personnel and evaluate and comment on the proposed personnel.

- The collective leadership of party committees, party organizations, agencies, and units discuss, evaluate, and comment on officials, make decisions, or request competent authorities to consider and decide.

- Individuals and collectives propose; appraisal agencies; the collective decides that cadres, according to their competence, shall be responsible for their proposals, appraisals, and decisions. Specifically:

+ Proposing individuals and collectives: to take main responsibility before competent authorities for evaluating, commenting, and concluding on political standards, moral qualities, and lifestyles; working capacity, advantages, and disadvantages; declaring assets, income, etc.; and their suggestions.

+ Appraisal agency: Take responsibility for the results of appraisal, verification, and review of information for the proposed personnel according to their functions, tasks, and powers.

+ Collectively decide on cadres: Take responsibility for their decisions in appointing and nominating candidates.
