Regarding this matter, LawNet would like to answer as follows:
Vietnamese citizens who have the desire and meet the following standards and conditions are considered for selection to join the forces participating in security and order protection at the grassroots level:
- Between 18 and 70 years of age; in case of being over 70 years old but in good health, the Chairman of the commune-level People's Committee shall consider and decide based on the recommendation of the commune-level public security;
- Have a clear personal background; possess good moral qualities; oneself and family members comply with the Party's guidelines, the state's policies, and laws; not being pursued for criminal responsibility, not currently serving a criminal sentence in the commune, ward, town, or undergoing judicial or administrative measures. In the case of completion of a court sentence, the criminal record must be expunged; for those who have completed the administrative handling measures, they must have reached the expiration date and be considered as not being subjected to administrative handling measures as stipulated by the law;
- Have a high school diploma or have completed a basic education program. For border areas, islands, mountainous regions, areas with particularly disadvantaged socio-economic conditions, and areas of ethnic minority communities, individuals who have completed the primary education program may be selected;
- Currently reside or temporarily reside for a period of one year or longer and regularly live in the place where the citizen submits the application to join the forces participating in security and order protection at the grassroots level. In the case specified in Clause 3 of Article 15 of the Law on forces participating in security and order protection at the grassroots level 2023, the person must be residing or temporarily residing in the place where the application to join the forces participating in security and order protection at the grassroots level is submitted;
- Have sufficient health as certified by a medical facility established and operated in accordance with the law.

Article 17 of the Law on forces participating in security and order protection at the grassroots level 2023 stipulates the arrangement of forces participating in security and order protection at the Grassroots Level as follows:
- The forces participating in security and order protection at the Grassroots Level are formed from the commune-level public security force, the sub-professionalized commune-level public security force, and the team leader, team deputy of the people's defense team, or selected individuals according to the provisions of the Law on forces participating in security and order protection at the grassroots level 2023.
- The forces participating in security and order protection at the Grassroots Level are organized into security and order protection teams. The area of responsibility of the security and order protection team is one or several hamlets or neighborhoods belonging to the administrative unit at the commune level or in districts where there is no administrative unit at the commune level.
- Based on the situation, requirements for ensuring security and order, socio-economic conditions, population scale, and natural area of the locality, the Provincial People's Council shall establish criteria for the establishment of security and order protection teams and criteria for the number of team members in the area under its management.
- The Provincial People's Committee shall decide on the number of security and order protection teams that need to be established, the number of team members in each security and order protection team in hamlets or neighborhoods within the administrative jurisdiction of each commune-level administrative unit.
- Based on the Decision of the Provincial People's Committee stipulated in Clause 4 of Article 17 of the Law on forces participating in security and order protection at the grassroots level 2023, the Chairman of the Commune People's Committee, upon the proposal of the Commune Public Security, shall decide on the establishment of security and order protection teams and the appointment of individual members to the security and order protection teams.

The Law on forces participating in security and order protection at the grassroots level 2023 takes effect on July 1, 2024.
