According to Article 1 of the Regulation issued together with Decision 87/2006/QD-BNN, forest sniffer-dogs are a special kind of support tool that is equipped for some ranger units to manage, care for, nurture, train, and use.
In addition, sniffer dogs may only be used to assist in a number of forest protection and forest product management activities and to protect the lives and properties of forest rangers and the State according to the provisions of this Regulation.
It is strictly forbidden to use sniffer-dogs, contrary to the provisions of this regulation and current laws.

Forest sniffer-dogs in forest protection units must meet the following standards:
- Dog breeds: German Shepherd (shepherd dog) and Rottweiler; The age of putting them into use is from 12 to 24 months.
- Dogs are healthy and have been trained according to the provisions of Article 5 of the Regulation issued together with Decision 87/2006/QD-BNN.
Article 5. Annual retraining
Every year, the Forest Protection Unit is equipped with sniffer-dogs to retrain them in order to maintain their working capacity. The training period is at least 15 days/year.
At the same time, ensuring compliance with the control of rangers who have been trained to use sniffer-dogs.

Forest sniffer-dogs in forest rangers are cared for and protected as follows:
- Feeding the sniffer-dog on time, according to the prescribed standards.
- Giving sniffer-dogs enough clean water to drink.
- Brushing the dog's coat at least once a day. In the summer, the dog is bathed twice a week, in other seasons, once a week.
Dog kennels must be clean, ensuring coolness in the summer and enough warmth in the winter.
Tools and means of rearing, caring for, and using sniffer-dogs must be clean, regularly cleaned, and carefully preserved.
- sniffer-dogs are examined by a veterinarian at least once every 3 months, if there are diseases, they must be treated urgently, ensuring vaccination and other veterinary care conditions.

Forest Protection Departments equipped with professional forest sniffer-dogs must have the following responsibilities:
- Planning and budgeting for the management of sniffer-dogs (including payment for purchase, barn construction, food, health care, training, etc.) shall be submitted to the local finance agency or the Ministry of Agriculture and Rural Development (for units under the Ministry) and comply with the State's current regulations on budget management.
- Sending qualified forest rangers to train and use sniffer dogs.
- Directing, guiding, and inspecting the management, care, rearing, training, use, and dispatching of sniffer-dogs by the affiliated forest rangers.
- Making statistics and reports to the Forest Protection Department every 6 months and annually on the management, care, nurturing, training, and use of sniffer-dogs by the unit.
