The standard framework for the title "Cultural Family" from January 30, 2024 is specified in Appendix I issued with Decree 86/2023/ND-CP as follows:

	2. Implementing a civilized lifestyle in weddings, funerals and festivals according to regulations
	3. Ensuring implementation of security and order, fire prevention and fighting
	4. Ensuring regulations on noise levels, not affecting the community according to environmental laws
II. Actively participate in movements to emulate labor, production, study, and protect local security, order, and social safety	1. Participating in activities to protect historical-cultural relics, scenic spots, natural landscapes and the local environment
	2. Participating in charity and humanitarian movements; participating in gratitude movement; Encouraging learning, encourage talent and build a learning family
	3. Participating in community activities at your place of residence
	4. Actively participating in economic, cultural and social development movements organized by the locality
	5. People of working age actively work and have a legitimate income
	6. Children of school age can go to school
III. Families are prosperous, progressive, happy, and civilized; regularly stick together, unite, support and help in the community	1. Implementing well the set of behavioral criteria in the family
	2. Implementing population, marriage and family policies well

Procedures for awarding the title "Cultural Family" are prescribed in Decision 191/QD-BVHTTDL in 2024 as follows:

2. Application for consideration for awarding the title "Family of Culture" from January 30, 2024

The district-level People's Committee prepares documents, including:

(1) Proposal for consideration of awarding the title "Typical commune, ward, or town".

(2) Achievement report requesting consideration for awarding the title "Typical commune, ward, or town".

(3) Minutes of the meeting to review the title "Typical commune, ward, or town".

3. Order of consideration for awarding the title "Family of Culture" from January 30, 2024

- The Commune People's Committee sends an Achievement Report requesting consideration for awarding the title "Typical Commune, Ward, or town" to the District People's Committee.

- The district-level People's Committee holds a meeting of the Emulation and Commendation Council at the same level to evaluate and decide on the list of communes, wards, and towns eligible to be considered for awarding the title "Typical communes, wards, or towns"; publishes the information on the unit's website or other forms (if any) to collect people's opinions within 10 days.

- The District People's Committee prepares documents according to the provisions of Clause 3, Article 7 of Decree 86/2023/ND-CP and submits them to the Chairman of the Provincial People's Committee for decision.

- Within 10 days from the date of receipt of the complete documents as prescribed, the Chairman of the Provincial People's Committee decides to award the title (Form No. 12 of Appendix IV attached to Decree 86/2023/ND-CP) and certificate of "Typical commune, ward, or town".
