1. Specifications for identity certificates in Vietnam from July 01, 2024

• The two sides of the identity certificate are printed on a background with traditional national images and patterns. The front side's background includes the administrative map of Vietnam, the Dong Son drum, and decorative ethnic patterns. The back side's background includes the Dong Son drum and other ethnic decorative patterns.

• The national emblem of the Socialist Republic of Vietnam and the face photo of the person being issued the identity certificate are directly printed in color on the paper. The national emblem has a diameter of 13mm; the face photo of the person has dimensions of 20mm x 30mm; the position for printing the QR code is 18mm x 18mm; the position for printing the left index fingerprint is 22mm x 25mm; the position for printing the right index fingerprint is also 22mm x 25mm.

• The color of the information on the identity certificate:

  • Blue-purple for the lines: SOCIALIST REPUBLIC OF VIETNAM, Independence - Freedom - Happiness; Personal identification number; Last name, middle name and first name; Date of birth; Gender; Place of birth; Hometown; Ethnicity; Religion; Marital status; Current residence; Valid until; Left index finger; Right index finger; Last name, middle name and first name of father; Last name, middle name and first name of mother; Last name, middle name and first name of spouse; Last name, middle name and first name of the legal representative, guardian, or ward; Date, month, year and nationalities lines;

  • Red for: The line IDENTITY CERTIFICATION; the seal with the national emblem of the issuing authority;

  • Black for: Information on the personal identification number; information of the person issued the identity certificate; validity information; information of the father, mother, spouse, legal representative, guardian, or ward; information on the date, month, year and information of the issuing authority.

• The front side of the identity certificate includes the following information:

  From left to right, from top to bottom: National emblem of the Socialist Republic of Vietnam; the lines SOCIALIST REPUBLIC OF VIETNAM, Independence - Freedom - Happiness; the line IDENTITY CERTIFICATION; the face photo of the person being issued the identity certificate; QR code; Personal identification number; Last name, middle name and first name; Date of birth; Gender; Place of birth; Hometown; Ethnicity; Religion; Marital status; Current residence; Valid until.

• The back side of the identity certificate includes the following information:

3. Subjects eligible for identity certificates in Vietnam from July 01, 2024

identity certificates are issued to individuals of Vietnamese descent who have yet to determine their nationality and are residing continuously for 6 months or more in a commune-level or district-level administrative unit where no commune-level administrative unit exists.

4. Use of identity certificates

The use of identity certificates is defined as follows:

• The identity certificate serves as proof of identity for carrying out transactions and exercising legal rights and interests within the territory of Vietnam;

• Agencies, organizations, and individuals use the personal identification number on the identity certificate to verify the information of the person issued the identity certificate in the national population database, other national databases, and specialized databases as provided by law.

When individuals of Vietnamese descent with undetermined nationality are required to present their identity certificate by a competent agency, organization, or individual, these entities are not allowed to ask for additional documents or information certified in the identity certificate, unless the information has changed or is inconsistent with the national population database;

• The state protects the legitimate rights and interests of individuals issued with identity certificates according to the law.
