Specific standards and conditions for the position of Directors of provincial social insurance agencies in Vietnam

As outlined in Article 8 of the Regulation issued with Decision 189/QD-BHXH in 2023 (amended by Decision 1663/QD-BHXH in 2024), the standards and conditions for the position of Directors of provincial social insurance agencies in Vietnam are as follows:

(1) Qualifications.

- Professional expertise: Possess a university degree or higher in a field of study appropriate to the appointed position.

- Political theory:

+ Hold a Bachelor's degree in politics, advanced political theory, or advanced political-administrative theory, or have a certificate recognizing an equivalent level of advanced political theory from a competent authority, relevant to the position of Directors of provincial social insurance agencies in Vietnam.

+ Hold an Intermediate political theory certificate or higher, or have a certificate recognizing an equivalent level of intermediate political theory from a competent authority, relevant to the position of Deputy Directors of provincial social insurance agencies in Vietnam.

- State Management:

+ Possess a certificate in advanced level state management knowledge and skills training program equivalent to a senior expert or have an advanced political-administrative theory degree for the position of Director.

+ Possess a certificate in state management knowledge and skills training program for principal expert level or higher, or hold an advanced political-administrative theory degree for the position of Deputy Director.

(2) Competence:

- Exhibit innovative thinking, vision, and a scientific working method; ability to identify new, challenging issues, breakthroughs, and practical limitations; proactive and bold in implementing or proposing appropriate, feasible, effective tasks and solutions to leverage, promote, or solve issues; dynamic, creative, willing to think, act, and take responsibility.

- Competent in managing and directing the activities of the Provincial Social Insurance; coordinate with relevant agencies, organizations, and individuals to effectively fulfill assigned functions, tasks, and powers.

- Capable of organizing the implementation of the Party's policies and the laws of the State regarding social insurance, health insurance, and unemployment insurance locally.

- Ability to aggregate, analyze, forecast, orient, and develop short-term and long-term development plans and propose solutions for the duties of the Provincial Social Insurance and the overall Sector activities.

- Capable of summarizing practical experience to suggest amendments and supplements to legal documents and policies on social insurance, health insurance, and unemployment insurance to Vietnam Social Security and other competent authorities; able to summarize and evaluate the results of activities of the Provincial Social Insurance.

- Basic IT skills and capability to use a foreign language or ethnic minority language (for officials working in ethnic minority regions) according to the requirements of the appointed position.

- Ability to gather and unite officials and public employees, employees belonging to the Provincial Social Insurance; trusted by officials and public employees, employees in Vietnam.

(3) Conditions

- Must have at least 10 years of work experience for the position of Directors of provincial social insurance agencies in Vietnam, at least 08 years for the position of Deputy Directors of provincial social insurance agencies in Vietnam (excluding internship period), with a minimum of 03 years of experience in the Sector. In cases of external Sector recruitment (including cases with less than 03 years in the Sector) with appropriate field of study and job position, in-sector work experience will not be counted.

- Complete personal files, and a clearly verified biography by a competent authority, not violating Regulation 58-QD/TW dated February 8, 2022, of the Politburo on the protection of the Party's internal politics.

- Must have been appointed to the rank of principal expert or higher.
