1. What is the Land Registration Office?

According to Clause 1, Article 13 of Decree 102/2024/ND-CP, the Land Registration Office is a land registration organization, a public service provider under the provincial-level land management agency; it has the function of registering, issuing Land Use Rights Certificates, Ownership of Assets Attached to Land (hereinafter referred to as Certificates), surveying, correcting, creating cadastral maps, constructing, managing, operating, and exploiting land information systems, providing public services related to land, and supporting other state management activities related to land at the provincial level.

2. Tasks of the Land Registration Office in Vietnam

The tasks of the Land Registration Office according to Clause 2, Article 13 of Decree 102/2024/ND-CP are as follows:

- Register land for the land managed by the State, register land use rights, and ownership of assets attached to the land;

- Register changes for the land managed by the State, register changes in land use rights, and ownership of assets attached to the land;

- Conduct surveys, corrections, create cadastral maps, extract cadastral maps; issue, correct, revoke, and cancel certificates, cancel change registration results on certificates;

- Check cadastral map parcel extracts; check and verify diagrams of assets attached to the land provided by organizations and individuals for registration and issuance of Certificates;

- Create, correct, update, store, and manage cadastral records; receive and manage the use of Certificate templates according to the law;

- Update, correct, synchronize, and exploit land data; construct, manage, operate land information systems according to the law;

- Perform land statistics, inventory, and create land use current status maps;

- Register security measures by land use rights, ownership of assets attached to the land according to the law;

- Provide records, maps, information, and land data, assets attached to the land to organizations and individuals according to the law;

- Collect fees, charges according to the law, and other revenues from public land-related services as prescribed in Article 154 of the Land Law 2024;

- Provide services based on functional, task-appropriate capabilities according to the law;

- Manage public employees, workers, finance, and assets of the Land Registration Office; implement reporting policies according to the law regarding assigned work fields.

3. Source of financial revenue of the Land Registration Office in Vietnam

According to Clause 4, Article 13 of Decree 102/2024/ND-CP, the sources of financial revenue of the Land Registration Office and its Branches include:

- Funding from the state budget ensures according to regulations for public service providers;

- Revenue from operational activities includes fees as prescribed by the law on fees and charges, public land services, and other sources as prescribed by the law.

For procedures to register and issue Certificates, a fee is collected for dossier appraisal, including checking the completeness of dossier components, consistency in information content among documents in the dossier, and conditions for registration and Certificate issuance according to the land law; for other tasks of the procedures, a service fee is charged at service prices issued by the provincial People's Committee.
