1. Some regulations on primary school principals in Vietnam 

The primary school principal is the person responsible for the management and administration of the school's activities and educational quality.

* Standards for primary school principals:

Persons appointed as principals of public schools or recognized as principals of private schools must meet the standards specified in the Standard for Principals of general education institutions and satisfy the following requirements:

- Reaching the standard level of training of teachers according to the provisions of the Law on Education for primary school;

- Having taught for at least 5 years (or 4 years for mountainous, island, highland, deep-lying, remote areas, ethnic minority areas, and areas with extremely difficult socio-economic conditions) in primary.

* Term of primary school principal:

The term of office of the primary school principal is 5 years. After each school year, the principal is commented on by officials and employees in the school and evaluated by competent authorities according to regulations. Principal working at a public primary school for no more than two consecutive terms.

* Duties and powers of primary school principals:

- Developing strategies and plans for school development; planning and organizing the implementation of teaching and educational plans; reporting and evaluating the performance results before the School Council and competent authorities.

- Establishing professional teams, office groups, and emulation and commendation councils; Disciplinary Council, Advisory Council in the school; appointing team leaders and deputy leaders; appointing a teacher to be the General Manager of the Ho Chi Minh Young Pioneers Team.

- Performing the tasks of managing officers, teachers, and employees according to the provisions of law and the guidance of the education management agency: developing professional capacity development plans for teachers and staff; encouraging and creating conditions for teachers and staff to participate in educational innovation activities; evaluating and classifying teachers and staff according to regulations of the Ministry of Education and Training; participating in the process of recruiting, transferring, and arranging teachers; organizing steps to introduce personnel; requesting competent authorities to appoint vice principals.

- Managing and receiving students, allowing students to transfer schools; deciding to discipline and reward students; approving student assessment results, keeping a list of students going up to class, saving the board; organizing the inspection and recognition of the completion of the primary school program for students in the school, and other subjects in the school's area of responsibility.

- Organizing the implementation of the primary school general education program according to the regulations of the Ministry of Education and Training; local textbooks and educational contents under the decision of the People's Committee of the province. Managing, using, and selecting reference publications for use in schools in accordance with regulations of the Ministry of Education and Training.

- Participating in activities with professional groups, self-study, and self-improvement to improve professional and management capacity. Attend training courses on politics, expertise, and management skills; participate in teaching according to the regulations on the teaching period norms applicable to the principal.

- Administration; manage and be autonomous in the use of financial resources and properties of the school according to regulations.

- Organizing the implementation of grassroots democracy regulations; implementing the socialization of education, coordinating the organization; mobilizing social forces to participate in educational activities; and promoting the role of the school in the social community.

- Building a safe, healthy, and friendly school environment and preventing and combating school violence in accordance with the provisions of the law.

- Receiving allowances for teachers and preferential policies as prescribed.

2. Some regulations on primary school vice principals in Vietnam

The vice principal is the assistant principal and is responsible to the principal for administering the work assigned by the principal and administering the school's operations when authorized by the principal.

* Standards for primary school vice principals:

Persons appointed as vice principals for public schools or recognized as vice principals for private schools must achieve a high level of the professional standards of teachers of general education institutions; have the capacity to undertake the tasks assigned by the principal, and ensure the following requirements:

- Reaching the standard level of training of teachers according to the provisions of the Law on Education for primary school;

- Having taught for at least 5 years (or 4 years for mountainous, island, highland, deep-lying, remote areas, ethnic minority areas, and areas with extremely difficult socio-economic conditions) in primary.

* Term of primary school vice principal:

The term of office of an primary school vice principal is 5 years. After each school year, the vice-principal is evaluated by the principal, officials, and employees of the school and by competent authorities according to regulations.

* Duties and powers of primary school vice principals:

- Responsible for managing the work assigned by the principal; administer the school's operations when authorized by the principal.

- Participating in activities with professional groups; engaging in self-study and self-improvement to improve professional and management capacity; attending training courses on politics, expertise, and management skills; participating in teaching according to regulations on teaching time norms for vice principals.

- Receiving allowances and preferential policies for teachers according to regulations.
