On June 13, 2024, the Prime Minister of Vietnam issued Decision 509/QD-TTg approving the Tourism System Planning for the period 2021-2030, with a vision towards 2045.

(1) Solutions regarding mechanisms and policies

- Improve legal documents related to tourism, especially in the areas of tourism planning, tourism resource surveys, national tourist areas, tourism development support, etc., and other areas related to tourism; establish specific regulations to create a legal framework for managing tourism activities that are suitable for the context and trends of green growth, digital transformation, the nighttime economy, and cultural industry development.

- Improve the mechanisms and policies for socializing investment to create a conducive and stable environment to attract tourism development investment, especially in community-based tourism in remote, isolated, and island areas; prioritize resources for investing in technical infrastructure and comprehensive and high-quality facilities in tourist centers, national tourist areas, and areas with the potential to form destinations that meet international standards; promote socialization in the conservation, restoration, and preservation of cultural heritage sites, landscapes, traditional festivals, folk cultural activities, and craft villages to serve tourism development.

- Propose the construction and implementation of pilot policies and mechanisms to promote nighttime economic development in urban areas and tourist centers.

- Improve entry and exit procedures to create favorable conditions for tourists; expand the scope of visa exemption for target markets that are of significant importance.

(2) Solutions for organizing and managing tourism activities

- Announce the Planning according to the regulations of the law; combine it with raising awareness about the position, role, and importance of tourism development to create consensus and high agreement among political organizations, businesses, investors, and the people when implementing the Planning.

- Coordinate synchronously and closely in the implementation process between the central and local levels, ensuring that local planning must comply with the development orientations of this Planning.

- Strengthen inspection, supervision, and management of the implementation of the Planning; enhance the role of people, businesses, and political-social organizations in monitoring the implementation of the Planning.

- Prioritize resources for planning the establishment of potential development sites into national tourist areas; prioritize the allocation of convenient land and suitable areas for constructing tourist service facilities during the land use planning and urban and rural construction planning processes.

- Focus on improving the quality of tourism planning and development projects through issuing regulations and specialized standards related to planning national tourist areas.

- Improve the effectiveness of the management organization of tourism management agencies from the central to local levels; enhance the effectiveness of inspections and supervision; effectively implement the management activities of national tourist areas according to regulations; and add the function of tourism management to the management system of heritage sites.

(3) Solutions for linking and cooperating in tourism development

- Diversify forms of linkage and cooperation; promote the effective implementation of coordination mechanisms, operating regulations, and regional and inter-regional action plans in tourism activities.

- Diversify forms of cooperation; expand and internationalize multilateral cooperation with countries and territories; proactively and actively implement effective bilateral and multilateral cooperation agreements that have been signed; proactively propose and develop projects for development from international funding sources; coordinate with localities and departments to propose specific lists of sponsored projects.

- Emphasize the construction and implementation of coordination mechanisms between sectors in tourism development linked with cultural industry, nighttime economy, especially in tourist centers.

(4) Solutions for attracting investment resources

- Strengthen investment promotion, prioritize selecting high-quality and environmentally friendly tourism projects with the potential to develop into national tourist areas. Diversify investment promotion methods and enhance the application of information technology to improve efficiency.

- Enhance the efficiency of mobilizing investment capital through state budget support for tourism development; maximize the mobilization of non-budgetary funding sources to meet the investment needs for tourism development; utilize financial resources from the people and domestic organizations; attract foreign direct investment.

(5) Solutions for market and product development

- Prioritize budget support for market research activities, focusing on key tourism markets and new markets. Maintain market promotion activities for traditional international tourism markets.

- Enhance the effectiveness of market research and promotion activities in a professional and modern manner; build a comprehensive and complete national database system on the tourism market.

- Diversify and improve the quality of local and regional tourism products and services. Develop entertainment products related to the nighttime economy and cultural industries, focusing on tourism centers.

(6) Solutions for tourism promotion and marketing

- Enhance capacity, machinery, and mechanisms for promotion and marketing activities; increase budget for tourism promotion and marketing, build the national image and brand of tourism, and establish tourism promotion centers in key international markets.

- Strengthen professionalization of promotion and marketing activities, focusing on key areas and aligning with the development direction of tourism products and brands.

- Establish cooperation mechanisms within and outside the industry, enhance socialization of tourism promotion and marketing; mobilize the cooperation of diplomatic representative agencies abroad; maximize the power of communication, especially through social media, to promote Vietnam's tourism.

(7) Solutions for developing tourism human resources

- Establish standards and implement human resource standardization in tourism; announce and implement educational standards to enhance the capacity of tourism training and gradually meet the standardization of professions in the region.

- Enhance cooperation and linkages with reputable domestic and international training institutions, between training institutions and tourism businesses to develop tourism human resources and meet the training needs of businesses.

- Diversify training forms: formal training and vocational training; supplementary training, short-term training; focus on supplementary training of new knowledge and skills; and strengthen training at businesses, involving the community in the tourism business.

- Upgrade infrastructure, equipment, training programs, lecturers, and teaching materials for tourism training institutions.

(8) Solutions for applying science and technology

- Develop synchronized and modern technological infrastructure to meet the requirements of the Fourth Industrial Revolution; invest in building a national tourism database system, ensuring connection and synchronization with the national database system; apply Geographic Information Systems (GIS) in tourism resource management, protection, and exploitation.

- Focus on applying information technology in information management, exploitation, collection, and processing, enhancing the efficiency and quality of management work. Improve the database and statistics system for tourism.

(9) Solutions for resource and environmental protection and climate change response

- Strictly comply with Vietnamese laws regarding ensuring order, social safety, protecting tourism resources, and the environment; fully implement commitments in the environmental impact assessment reports of tourism development investment projects; continuously improve working conditions, labor environment, and ensure health for tourism workers.

- Combine education and advocacy to raise awareness of the role and significance of tourism, resources, and the environment, with the establishment of appropriate sanctions for activities that harm tourism resources and the environment.

- Apply advanced techniques to control environmental issues, manage and develop resources; inspect the implementation of environmental protection regulations by tourism service providers. Encourage the development of green tourism, environmentally friendly tourism, and climate change adaptation.

- Have policies to financially support resource and environmental protection work, raise social awareness of the impact of climate change, and prioritize projects that enhance adaptive capacity and mitigate the impact of climate change.

(10) Other solutions

- Research and establish a community tourism support fund; encourage businesses to use local labor, prioritize employment support for disadvantaged groups in community tourism development.

- Develop tourism in conjunction with ensuring national defense and security sovereignty; maintain security and order to ensure the safety of tourists.
