To  achieve  the  standard  of  a  model  new  rural  commune,  there  must  be  at  least  one  smart  village  model?

Regarding this issue, LAWNET responds as follows:

Shall there be at least one smart village model to achieve the standard of a model new rural commune in Vietnam?

According to Article 1 of Decision 319/QD-TTg in 2022, the standard for a model new rural commune for the period 2021 - 2025 is that a commune must:

- Meet the advanced new rural standards for the period 2021 - 2025; for communes already recognized to meet the advanced new rural standards for the period 2018 - 2020, they must review, direct and implement to fully meet the criteria according to the requirements of the National Criteria for Advanced New Rural Communes for the period 2021 - 2025.

- The per capita average income of the commune at the time of review and recognition must be at least 10% higher than the average per capita income regulated for advanced new rural communes at the same time.

- Have at least one smart village model, specifically regulated by the provincial People's Committee.

- Meet the criteria for model new rural communes in at least one of the most outstanding areas (production, education, culture, tourism, landscape environment, security order, digital transformation, etc.) reflecting the characteristic values of the locality, issued by the provincial People's Committee.

Thus, having at least one smart village model is a condition for recognizing a model new rural commune for the period 2021 – 2025.

Criteria for the smart village model in Vietnam

Based on Article 1 of Decision 319/QD-TTg in 2022, the smart village model is specifically regulated by the provincial People's Committee. Below are the criteria for the smart village model of some provinces:

Vinh Phuc Province

The criteria for smart villages for the period 2021-2025 according to Appendix VII, issued along with Decision 36/2022/QD-UBND of the People’s Committee of Vinh Phuc Province, are as follows:

- Production Organization

+ The rate of households, production and business establishments applying the internet, social networks (Zalo, Facebook, etc.), e-commerce channels for product promotion and sales is 100%.

+ The rate of households and farm production facilities (if any) applying information technology in management, operation, and production organization is ensured as per regulations.

- Health

+ The rate of citizens participating and using remote medical consultation applications is ≥70%.

+ The rate of the population with electronic medical records is 100%.

- Information and Communication

+ The rate of adults in the village using smartphones is ≥90%.

+ The rate of village cultural houses and public activity points with free wifi network coverage is 100%.

+ The rate of adults in the village with online payment accounts, able to pay for essential services such as electricity, water, telecommunication - information technology services, tuition fees, etc., is ≥80%.

+ The rate of individual houses, households, office buildings of agencies, organizations, and public welfare works in the village with address codes on the digital map platform is 100%.

- Legal Access

+ Having internet applications, social networks (Zalo, Facebook, etc.) to propagate and disseminate the policies of the Communist Party, and the legal policies of the State and to receive feedback and recommendations from the people.

- Security and Social Order

+ The rate of village main roads, activity points, and public welfare works covered by security camera systems is 100%.

Kon Tum Province

According to Official Dispatch 2431/UBND-NNTN in 2023 of the People’s Committee of Kon Tum Province, the smart village model is regulated as follows:

- A smart village model is a village that fully meets the following conditions:

+ 100% of non-specialized staff in the village apply digital platforms (social networks Zalo, Facebook, etc.) to communicate and propagate to people in the village;

+ The village has fixed (FTTH) or mobile (4G/5G) internet infrastructure covering households;

+ There is free wifi at public activity points (village cultural houses, community activity points, community tourist spots, etc.) (at least one point);

+ A minimum of 70% of adults use smartphones in the village, having basic digital skills (skills in installing, using software, digital platforms for searching, online payment, information exchange, etc.);

+ A minimum of 40% of adults in the village have online payment accounts, able to pay for essential services such as electricity, water, telecommunication - information technology services, tuition fees, etc.;

+ There is at least one model applying information technology in areas such as: security and order, traffic safety, production and business, health, education, agriculture, tourism, energy, lighting, environment, socio-economic development, brand development, market, product traceability, village radio, etc.

Thanh Hoa Province

Based on Article 1 of Decision 35/2022/QD-UBND of the People’s Committee of Thanh Hoa Province, the criteria for the smart village are as follows:

- A smart village is a village that fully meets the following criteria:

+ There is fiber optic and 3G/4G mobile information infrastructure in the village.

+ Village officials apply digital platforms to carry out information and propaganda work in the village.

+ There is at least one model applying information technology and digital transformation in one of the following areas: security and order; traffic safety; production and business; health; education; agriculture; tourism; energy, lighting; environment; socio-economic development; brand development, market; product traceability.

+ The rate of people of working age with skills to use online public services and essential digital services reaches 70% or more.

+ The rate of people of working age in the village with electronic payment accounts, able to pay for essential services reaches 50% or more.

+ The rate of houses in the village with address codes on the digital map platform is 100%.
