Specifically, in Article 2 of Circular 07/2013/TT-BLDTBXH, the service subjects of commune-level social work collaborators include:

- Elderly;

- People with disabilities;

- Psychopaths and mind troublemakers;

- People infected with HIV/AIDS;

- Poor;

- Children;

- Trafficking victims;

- Victims of domestic violence and gender discrimination;

- Social objects in need of urgent protection;

- Drug addicts, sex workers;

- People after detoxification;

- Parents, caregivers of children who need urgent protection;

- Other subjects who need to use social work services

2. Tasks of social work collaborators at commune level in Vietnam

Pursuant to Article 3 of Circular 07/2013/TT-BLDTBXH, the tasks of commune-level social work collaborators are as follows:

- General tasks

Commune-level social work collaborators perform social work operations as assigned by the chairperson of the commune-level People's Committee.

- Specific tasks

+ Collect and receive information and requests for assistance from subjects in the area to promptly report to the Chairman of the commune-level People's Committee, the commune-level socio-cultural civil servant, for solutions; screening, classifying subjects, and proposing to commune-level People's Committee chairpersons to introduce referrals to social protection establishments, social work centers, health-rehabilitation facilities, educational-training institutions, and other suitable establishments.

+ Monitor and assess the progress of the health status, family and social relationships, and support needs of the subject; propose competent authorities to implement or take timely and appropriate support measures, directly solve, such as: Counseling, counseling, therapy, mediation, education, persuasion, prevention, and isolation.

+ Participate in the implementation of policies and programs to support objects and target groups in the area.

+ Inspect, supervise, review, periodically summarize, and report the results of the implementation of social assistance policies and programs in the locality to the Chairman of the commune-level People's Committee.

+ Participate in surveys and surveys on labor - people with meritorious services, and society organized by superiors in the area (if any).

+ Participate in education and communication activities to raise awareness and change people's behavior to improve the effectiveness of social assistance activities in the community.

+ Perform other tasks as assigned by the Chairman of the commune-level People's Committee.

3. Standards of social work collaborators at commune level in Vietnam 

Criteria for social work collaborators at commune level as prescribed in Article 4 of Circular 07/2013/TT-BLDTBXH include:

- Competency standards

+ Understand the process and skills of practicing social work at a basic level to help the subjects;

+ Understand policy regimes to support objects;

+ Firmly grasp the responsibilities and duties of social work collaborators;

+ Organize effective coordination with relevant agencies and units in the process of performing social work tasks.

- Qualification standards

Having a certificate or certificate of having participated in training courses, fostering knowledge, or having a degree in professional social work, psychology, sociology, special education, or other social specialties relevant to social work duties.

Since 2015, commune-level social work collaborators have attained at least an intermediate level in social work or other majors related to social work.

- Ethical standards

Commune-level social work collaborators must have good moral character, well-implemented guidelines and policies of the Party and the laws of the State; and no criminal record.
