Regarding this issue, LawNet would like to answer as follows:

1. Authority to conduct Q&A sessions at plenary sessions of the National Assembly in Vietnam

According to Clause 1, Article 19 of the National Assembly's meeting rules, issued together with Resolution 71/2022/QH15, the National Assembly's President conducts the Q&A session. In the absence of the President of the National Assembly, a Vice President of the National Assembly shall be assigned to conduct the Q&A session.

2. Sequence of Q&A session at the plenary session of the National Assembly in Vietnam

The order of Q&A sessions at the plenary session of the National Assembly according to Clause 2, Article 19 of the National Assembly's Session Regulations promulgated together with Resolution 71/2022/QH15 is as follows:

- The President of the National Assembly or the Vice-Chairman of the National Assembly assigned to run the Q&A sessionraises a group of issues to request that the National Assembly deputies focus on questioning;

- National Assembly deputies register for questioning via the electronic system;

- The President of the National Assembly or the Vice-Chairman of the National Assembly assigned to run the Q&A sessioninvites each National Assembly delegate to ask questions in the order of registration; invites the person being questioned to answer questions from a member of the National Assembly on issues under his/her responsibility;

- Based on the content and actual situation, the National Assembly Chairperson or the Vice President of the National Assembly assigned to run the Q&A sessioninvites registered National Assembly deputies to debate the contents of the respondent's answers;

When there are many National Assembly deputies registered to debate on the same issue being questioned, the National Assembly member who raised the question on that issue shall have priority for debate;

- The National Assembly Chairperson or the National Assembly Vice President assigned to run the Q&A sessionhas the right to request a National Assembly delegate to stop questioning or arguing if a member of the National Assembly questions or argues beyond the time limit or questions or argues with incorrect content;

Request the person being questioned to stop answering the question when answering the question of the National Assembly deputies is not correct or the time is over;

- The President of the National Assembly or the Vice President of the National Assembly assigned to run the interrogation session shall deliver a speech at the end of the interrogation session.

3. Duration of Q&A session at the plenary session of the National Assembly in Vietnam 

Duration of Q&A session at the plenary session of the National Assembly according to Clauses 3 and 4, Article 19 of the National Assembly's Session Regulations promulgated together with Resolution 71/2022/QH15, is as follows:

- Each time of questioning, a National Assembly member shall raise the question for no more than 01 minute. The person being questioned shall answer the question in no more than 03 minutes for each question. In case of necessity, the President of the National Assembly or the Vice President of the National Assembly assigned to run the meeting shall decide on the extension of time for raising questions and answering questions.

- National Assembly deputies have the right to argue with the person being questioned to clarify the issue being questioned; they should not use the right to debate to raise questions or argue with the previously questioned National Assembly deputies. The time for each debate should not exceed 2 minutes.

4. Regulations on the plenary session of the National Assembly in Vietnam

Regulations on the plenary session of the National Assembly according to Article 17 of the Regulations of the National Assembly session promulgated together with Resolution 71/2022/QH15 are as follows:

- The plenary session of the National Assembly includes a preparatory session, an opening session, a closing session, listening to presentations on the project, drafts, presentations of reports, sessions of discussion, questioning, and voting for approval.

- The President of the National Assembly presides over the plenary sessions of the National Assembly. The National Assembly Vice Chairmen assist the National Assembly Chairperson in running the session as assigned by the National Assembly Chairperson.

At the first session of each National Assembly, the President of the previous National Assembly presides over the plenary sessions of the National Assembly until the National Assembly elects a new President of the National Assembly.

- The National Assembly holds a preparatory meeting before the opening of the National Assembly session to consider and approve the agenda of the session and carry out a number of other tasks.

- Representatives of competent agencies, organizations, or persons shall give presentations on the project, draft, or report for no more than 15 minutes, unless the decision of the National Assembly is stated in the agenda of the session of the National Assembly.

- In case the representative of the agency, organization, or person competent to submit the project, draft, or report is unable to present the project, draft, or report to the National Assembly, the following subjects are assigned to present the text:

+ Members of the Standing Committee of the National Assembly, members of the Government as assigned by the Standing Committee of the National Assembly, the Prime Minister;

+ The deputy level of the representative of the agency, organization, or person competent to submit the project, draft, or report as assigned by the head;

+ Members of the Project Drafting Committee, the draft presentation of the project, and the draft submitted by the National Assembly deputies according to the assignment of the National Assembly deputies.

- The sitting position of National Assembly deputies at the plenary session of the National Assembly shall be arranged by the Secretary General of the National Assembly.
