What are the regulations on the seniority allowance regime for commanders of commune-level military commands in Vietnam? - Van Hong (Quang Ngai)
Pursuant to Article 10 of Decree 72/2020/ND-CP regulating seniority allowances for commanders of commune-level military commands as follows:
- Commanders, Political Commissars, Deputy Commanders, and Deputy Political Officers of the Commune-level Military Command who have worked for 60 months or more are entitled to seniority allowances. The allowance levels are as follows: After 05 years (full 60 months) of work, they are entitled to a seniority allowance equal to 5% of their current salary and position allowance, extra seniority allowance (if any), or current monthly allowance; From the sixth year onwards, each year (full 12 months) is charged an additional 1%.
- For Commander, Political Commissar, Deputy Commander, and Deputy Political Commissar of the Commune-level Military Command who have worked in other occupations and are entitled to seniority allowances, that working time will be added to the time spent holding command positions of the commune-level military command to calculate seniority allowances. If there is a break in the period for calculating long service allowances specified in Clause 1 of this Article, they will be accumulated.
- Seniority allowances are calculated and paid during the same salary period, monthly allowances and social and health insurance benefits.
- Time not considered to be added for calculating Seniority allowances
+ Period of suspension from work or temporary detention to serve the investigation, prosecution, and trial; time of serving prison sentence; time of voluntary leave;
+ Continuous leave from personal work without salary or allowance for 01 month or more;
+ The period of sick leave and maternity leave exceeds the period prescribed by the law on social insurance.

Allowance regime for the position of commander of the Militia and Self-Defense Force in Vietnam
Pursuant to Article 7 of Decree 72/2020/ND-CP, the allowance regime for the position of Militia and Self-Defense Force commander is as follows:
(1) Militia and Self-Defense Force commander position allowances are paid monthly; the benefit levels are as follows:
- Commander, Political Commissar of the commune-level military command; Commander, Political Commissar, Military Command of agencies and organizations: 357,600 VND;
- Deputy Commander, Deputy Political Commissar of the Commune-level Military Command; Deputy Commander, Deputy Political Commissar of the Military Command of agencies and organizations; Battalion Commander, Battalion Political Commissar; Squadron Leader, Naval Political Commissar; Squadron Leader, Political Commissar of the Standing Militia Squadron; Company Commander, Commissar of Mobile Militia and Self-Defense Company: 327,800 VND;
- Deputy Battalion Commander, Deputy Battalion Political Commissar; Deputy Squadron Commander, Deputy Political Commissar of the Squadron; Deputy Squadron Commander, Deputy Political Commissar of the Standing Militia Squadron; Deputy Company Commander, Deputy Commissar of Mobile Militia and Self-Defense Company: 312,900 VND;
- Company commander, company political officer; squadron leader, squadron political commissar; mobile militia platoon leader, standing militia platoon leader: 298,000 VND;
- Village captain: 178,800 VND and receive an additional 29,800 VND when concurrently holding the position of squad leader, or 35,760 VND when concurrently holding the position of on-site militia platoon leader. In the event that the village only organizes an on-site militia group, it will receive an additional 29,800 VND;
- Deputy Company Commander, Deputy Company Commissar; Deputy Squadron Leader, Deputy Squadron Political Commissar: 223,500 VND;
- Platoon leader; Standing militia squad leader: 178,800 VND;
- Platoon leader, Captain, Battery leader: 149,000 VND.
(2) The period of entitlement to position allowances is calculated from the date of appointment and implementation decision until the date of decision to resign from that position; If you hold a position for 15 days or more in a month, you will receive an allowance for the entire month. If you hold a position for less than 15 days in a month, you will receive 50% of that month's position allowance.
