Regarding this issue, LawNet would like to answer as follows:
- College of Economics and Food Technology is a public educational and training unit under the Ministry of Agriculture and Rural Development with legal status and its own seal (including embossed seal). It has separate accounts at the Treasury and State Bank to operate in accordance with the law. The school's headquarters are located in Hai Phong city.
- The school is a higher education institution in the national education system with the functions of training, fostering, scientific research, technology transfer, international cooperation, and consulting and services in the field of economics and food technology according to the provisions of law.
- The school is under the direct management of the Ministry of Agriculture and Rural Development; subject to state management of education by the Ministry of Education and Training; subject to the territorial management of the People's Committee of Hai Phong city; operates according to the organization and operation regulations approved by the Ministry of Agriculture and Rural Development on the basis of the College Charter issued with Circular 14/2009/TT-BGDDT.

* Training fields:
- Professional college-level training:
The school is trained in majors according to regulations on procedures for opening training majors at the Ministry of Education and Training;
The school is allowed to continue training in the following majors and majors that have been approved by competent authorities:
+ Food processing and preservation technology;
+ Salt production technology;
+ Business accounting;
+ Professional administrative accounting;
+ Finance - Banking industry (specialization: commune, ward, and town finance);
+ Applied informatics;
+ Industrial and civil electricity.
The school can open a new training major when there is a need and it meets the prescribed conditions, approved by the Ministry of Agriculture and Rural Development.
- Training at college and intermediate vocational levels:
Occupations trained at vocational college, vocational intermediate, and primary vocational levels are implemented according to the Vocational Training Registration Certificate of the Director General of the General Department of Vocational Training, Ministry of Labor, War Invalids, and Social Affairs;
The registration of vocational training activities of the school is carried out in accordance with Circular 29/2011/TT-BLDTBXH dated October 24, 2011 of the Minister of Labor, War Invalids, and Social Affairs;
* Scope of training:
The school's scale of formal training in majors and professions ranges from 2,500 - 3,000 students.

The tasks of the College of Economics and Food Technology are specified in Clause 1, Article 2 of Decision 1288/QD-BNN-TCCB 2014, including:
- Develop vision, strategy, and plan for school development;
- Train human resources at college and professional intermediate levels; vocational colleges, vocational intermediate schools, and primary vocational schools according to the provisions of law;
- Foster and improve the level of knowledge and professional skills for workers according to the requirements of production and business establishments and workers;
- Carry out scientific research, consulting, technology transfer, science, technology, and production services in the field of agriculture and rural development according to the provisions of law;
- Develop programs, textbooks, and teaching and learning plans for occupations that schools are allowed to train according to the framework program prescribed by the State;
- Organize printing activities of documents and textbooks for training and scientific research according to the provisions of law;
- Carry out enrollment work, organize the training process, recognize graduation, and issue diplomas and certificates according to the provisions of law;
- Coordinate with organizations, individuals, and learners' families in educational activities;
- Register and organize the implementation of education quality accreditation and submit it to the quality management of the education quality accreditation agency;
- Joint venture and joint training with domestic and foreign training, research, production, and business establishments according to the provisions of law;
- Publicize the school's training quality, quality assurance conditions, and the school's annual financial income and expenditure;
- Manage civil servants, public employees, employees, assets, and other resources of the school according to the provisions of law and decentralization of management authority of the Ministry of Agriculture and Rural Development;
- Implement reporting, inspection, and information regimes according to regulations;
- Perform other tasks assigned by the Minister of Agriculture and Rural Development.
