Regarding this issue, LawNet would like to answer as follows:
The salary and support regime for training and competing with coaches and athletes in Vietnam according to Article 3 of Decree 152/2018/ND-CP is as follows:
- The subjects specified at Point a, Clause 1, Article 2 of Decree 152/2018/ND-CP are entitled to a salary as follows:
+ To be entitled to the full salary currently being enjoyed (including salary, salary allowance, if any) paid by the management agency of the coach or athlete;
+ To be entitled to compensation for the difference in the case where the salary level specified at Point a, Clause 1, Article 3 of Decree 152/2018/ND-CP, calculated on average according to the number of normal working days in a month is lower than the salary specified in Clauses 2 and 3, Article 3 of Decree 152/2018/ND-CP.
The average salary based on the number of normal working days is determined by the salary of the preceding month before the coach or athlete is summoned for training and competition divided by 26 days.
- The subjects specified at Point b, Clause 1, Article 2 of Decree 152/2018/ND-CP are entitled to a salary based on the actual day of training and competition as follows:
+ Head coach of the national team: 505,000 VND/person/day;
+ National team coach: 375,000 VND/person/day;
+ Head coach of the national youth team: 375,000 VND/person/day;
+ Coach of the national youth team: 270,000 VND/person/day;
+ Coaches of national teams, provinces, and centrally run cities: 215,000 VND/person/day;
+ Coaches of youth teams in branches, provinces, and centrally run cities: 180,000 VND/person/day;
+ Coaches of gifted teams in industries, provinces, and centrally run cities: 180,000 VND/person/day.
- The subjects specified at Point c, Clause 1, Article 2 of Decree 152/2018/ND-CP are entitled to a salary based on the actual day of training and competition as follows:
+ National team athletes: 270,000 VND/person/day;
+ Athletes of the national youth team: 215,000 VND/person/day;
+ Athletes of the national team, province, or city: 180,000 VND/person/day.
- The subjects specified at Point d, Clause 1, Article 2 of Decree 152/2018/ND-CP are entitled to support money according to the actual days of training and competition as follows:
+ Athletes of the youth team of branches, provinces, and centrally-run cities: 75,000 VND/person/day;
+ Athletes of the gifted team in industries, provinces, and centrally run cities: 55,000 VND/person/day.
- The subjects specified in Clauses 1, 2, 3, and 4, Article 3 of Decree 152/2018/ND-CP are entitled to an additional amount of support for the actual days of training and competition exceeding 26 days in a month. The support amount is determined by the daily payment rate specified in Clauses 2, 3, and 4, Article 3 of Decree 152/2018/ND-CP multiplied by 200%.
The benefits for coaches and athletes during sickness and maternity during the time of training and competition in Vietnam, according to Article 5 of Decree 152/2018/ND-CP, is as follows:
- The subjects specified at Points a, b, and c, Clause 1, Article 2 of Decree 152/2018/ND-CP are eligible to participate in social insurance during sickness or maternity during the training and competition periods. The following regimes will be enjoyed:
+ To enjoy social insurance and health insurance regimes as prescribed by law for coaches and athletes participating in social insurance and health insurance;
+ To be covered by the agency employing the coach or athlete for medical examination and treatment outside the scope of benefit and the level of health insurance;
+ To be supported by the agency employing the coach or athlete by the difference (if any) when the allowance for medical leave for medical examination and treatment paid by the social insurance agency is lower than the amount paid by the social insurance agency according to the date specified in Clauses 2 and 3, Article 3 of Decree 152/2018/ND-CP for coaches and athletes participating in social insurance.
- The subjects specified at Points a, b, and c, Clause 1, Article 2 of Decree 152/2018/ND-CP have not yet participated in social insurance or who are not eligible for social insurance contributions when they are sick or pregnant during their training and competition periods are entitled to the following regimes:
+ To enjoy the health insurance regime as prescribed by law;
+ To be covered by the agency employing the coach or athlete for medical examination and treatment outside the scope of benefit and the level of health insurance;
+ To be supported by the agency employing the coach or athlete equal to 50% of the daily payment rate specified in Clauses 2 and 3, Article 3 of Decree 152/2018/ND-CP for the days off for medical examination and treatment. .
- The subjects specified at Point d, Clause 1, Article 2 of Decree 152/2018/ND-CP, when sick or pregnant during the training and competition period, are entitled to the following regimes:
+ To enjoy the health insurance regime as prescribed by law;
+ To be covered by the agency employing the athlete for medical examination and treatment outside the scope of entitlement and the level of health insurance coverage;
+ To enjoy the full amount of support money specified in Clause 4, Article 3 of Decree 152/2018/ND-CP for the days off for medical examination and treatment.
