This is the content of Resolution 27-NQ/TW in 2018, accordingly, to build and promulgate a new payroll system based on job position, title, and leadership position to replace the current payroll system; Convert an old salary to a new salary, guaranteed not to be lower than the current salary, including:

- Develop a position salary schedule applicable to cadres, civil servants, and public employees holding leadership positions (elected and appointed) in the political system from the central to the commune level according to the following principles:

(1) Position salary must reflect hierarchy in the political system; If a person holds a leadership position, he or she will receive a salary according to that position. If a person holds many positions, he or she will receive the highest salary for the position; those holding equivalent leadership positions will receive the same salary; the position salary of a superior leader must be higher than the position salary of a subordinate leader;

(2) Regulating a salary level for each equivalent position; Do not classify ministries, branches, departments, committees and equivalents at the Central level when building the salary schedule for positions at the Central level; does not differentiate between different salary levels for the same leadership position according to the classification of local administrative units, but is implemented through allowances. The classification of equivalent leadership positions in the political system to design the position salary schedule is decided by the Politburo after reporting to the Central Executive Committee.

- Develop a professional and professional salary schedule according to civil servant ranks and civil servant professional titles, applicable generally to civil servants and public employees who do not hold leadership positions; Each civil servant rank and professional title has many salary levels according to the principle:

+ The same level of job complexity means the same salary;

+ Working conditions are higher than normal, and job incentives are implemented through job-based allowances;

+ Rearrange rank groups and the number of ranks in civil servant ranks and public employee professional titles; encourage civil servants and public employees to improve their professional qualifications and skills.

Appointment to a civil servant rank or public employee professional title must be associated with the employment position and structure of civil servant ranks and professional titles of civil servants implemented by agencies, organizations, and units managing civil servants and public employees.

- Develop 3 salary schedules for the armed forces, including:

- 1 salary schedule for military officers, officers, and non-commissioned officers in the police profession (according to position, title, and military rank or rank);

- 1 salary schedule for professional military personnel and police technical expertise;

- 1 salary schedule for defense workers and police workers (which maintains the salary correlation of the armed forces compared to the current administrative civil servants).

The new salary structure design includes: Basic salary (accounting for about 70% of the total salary budget) and allowances (accounting for about 30% of the total salary budget). Additional bonus (bonus fund equals about 10% of the year's total salary fund, excluding allowances).

2. Minimize allowance regime, expected to have only 9 types in Vietnam

Resolution 27-NQ/TW of 2018 regulates the rearrangement of current allowance regimes, ensuring that the total allowance fund accounts for a maximum of 30% of the total salary budget:

- Continue to apply part-time allowance; excess seniority allowance; regional allowances; work responsibility allowance; mobility allowance; Allowances for security, national defense, and special allowances for the armed forces (army, police, cipher).

- Incorporate preferential allowances according to occupation, responsibility allowances according to occupation, and toxic and dangerous allowances (collectively referred to as allowances according to occupation) that must be applicable to civil servants and public employees of professions and jobs with higher working conditions than normal and with appropriate preferential policies of the State (education and training, health care, courts, procuracy, civil judgment enforcement, inspection, examination, auditing, customs, forest rangers, market management,...). Combine special allowances, attraction allowances, and long-term work allowances in areas with particularly difficult socio-economic conditions into work allowances in those areas.

- Abolish seniority allowances (except for the military, police, and cipher to ensure salary correlation with officials and civil servants); leadership position allowances (due to leadership positions in the political system, position salaries are determined); allowances for party work and socio-political organizations; civil service allowances (included in the basic salary); toxic and dangerous allowances (because working conditions with toxic and dangerous elements have been included in occupational allowances).

- New regulations on allowances according to administrative unit classification for commune, district, and provincial levels.

- Consistently implement monthly allowance funds for part-time workers at the commune level in villages and residential groups based on the regular expenditure rate of the Commune People's Committee; At the same time, regulate the maximum number of part-time workers for each type of commune, village, and residential group. On that basis, the People's Committee at the commune level shall submit to the People's Council at the same level specific regulations on positions eligible for allowances in the direction that one position can undertake many jobs but must ensure the quality and efficiency of the assigned work.

Thus, reducing the allowance regimes, it is expected that there will be only 9 types: concurrent allowances, extra seniority allowances, regional allowances, work responsibility allowances, mobility allowances, job-based allowances, allowances for extremely difficult areas, and special allowances for the armed forces (guaranteed not to exceed 30% of total salary budget).

3. When is the expected time to implement salary reform in Vietnam?

It is expected that at the 6th session of the 15th National Assembly in October 2023, the Government will present a roadmap and salary reform plan to the National Assembly.

Recently, speaking at the closing of the Vietnam Socio-Economic Forum 2023, the Chairman of the National Assembly also emphasized the early implementation of fundamental wage policy reform in 2024. This is also a boost for the labor market, contributing to stimulating domestic consumption.
