Regarding this issue, LawNet would like to answer as follows:

1. Salary reform: Will the public security and military forces no longer have any allowances in Vietnam?

According to point d, clause 3.1, Section II, Resolution 27/NQ-TW of 2018, there are regulations on reform contents for allowances for cadres, civil servants, public employees, and the armed forces as follows:

- For officials, civil servants, public employees, and armed forces (public sector):

Rearrange current allowance regimes, ensuring that the total allowance fund accounts for a maximum of 30% of the total salary fund.

Accordingly, the following types of allowances are abolished:

- Professional seniority allowance (except military, police, and cipher to ensure salary correlation with officials and civil servants);

- Leadership position allowances (due to leadership positions in the political system, position salaries are determined);

- Allowances for party work and political and social organizations;

- Civil service allowances (included in the basic salary);

- Allowances for working under conditions with toxic and dangerous elements (because working conditions with toxic and dangerous elements have been included in occupational allowances).

Thus, according to the above regulations, after implementing salary reform, allowances will be cut, including: leadership position allowances; allowances for party work and political and social organizations; civil service allowances; and toxic and dangerous allowances.

In particular, there is a difference in the abolished allowances compared to civil servants and public employees: the police and military will not have seniority allowances abolished. The reason is to ensure salary correlation with officials and civil servants.

2. Regarding the salary reform 2024 according to Resolution 27, what will the salaries of police and military be like in Vietnam?

According to Resolution 27/NQ-TW in 2018, it clearly states the construction and issuance of a new salary system based on job position, title, and leadership position to replace the current salary system; change the old salary to the new salary, ensuring it is not lower than the current salary.

In particular, basic salary (accounting for about 70% of the total salary fund); allowances (accounting for about 30% of the total salary budget). Additional bonus (bonus fund equals about 10% of the year's total salary fund, excluding allowances).

The new salary system will include 5 salary schedules, including 3 salary schedules for the armed forces, including:

- 1 salary table for military officers, officers, and non-commissioned officers in police profession (according to position, title, and military rank or rank);

- 1 salary schedule for professional military personnel and police technical expertise;

- 1 salary table for defense workers and police workers (which maintains the salary correlation of the armed forces compared to the current administrative civil servants).

3. When is the salary reform implementation date in 2024 in Vietnam?

At the 2023 Socio-Economic Forum, the National Assembly Chairman emphasized that wage reform is a boost for the labor market, contributing to stimulating domestic consumption. Therefore, it is necessary to implement fundamental wage policy reform in 2024.

The Chairman of the National Assembly also pointed out that this is a fundamental reform of salary policy, not a regular salary increase. If nothing changes, the whole country can implement the new salary policy on July 1, 2024.
