Regarding this issue, LawNet would like to answer as follows:
According to Clause 1, Article 2 of Circular 13/2022/TT-BTTTT, the professional titles of editorial staff include:
- Grade I editor, Code: V.11.01.01
- Editor class II, Code: V.11.01.02
- Editor class III, Code: V.11.01.03
Professional titles of editor, reporter, translator, and television director in the Information and Communications major specified in Circular 13/2022/TT-BTTTT, the professional and professional salary schedule for cadres and employees in the State's public service units (Table 3) issued together with Decree 204/2004/ND-CP are applied as follows:
- Occupational titles: Grade I editor, Grade I reporter, Grade I translator, Grade I television directors are eligible to apply the salary coefficient of type A3, group 1 (A3.1) officials from salary coefficient 6.20 to salary coefficient 8.00;
- Occupational titles: Grade II editor, Grade II reporter, Grade II translator, Class II television directors are eligible to apply the salary coefficient of type A2, group 1 (A2.1) officials from salary coefficient 4.40 to salary coefficient 6.78;
- The professional titles of grade III editor, grade III reporter, grade III translator, grade III television director are subject to the salary coefficient of grade A1 officials, from salary coefficient 2.34 to salary coefficient 4.98.
The salary adjustment for public employees from their current professional title to the professional title of editor, reporter, translator, or television director in the Information and Communications major is carried out according to the instructions in Clause 2, Section II of Circular 13/2022/TT-BTTTT.
The above salary arrangement must comply with the following principles:
- The appointment and salary ranking of professional positions of editors, reporters, translators, and television directors in the information and communication major prescribed in Circular 13/2022/TT-BTTTT must be based on the job position, responsibilities, and professional duties currently undertaken by the public employee.
- When appointing from the professional title currently held by a civil servant to the professional title of editor, reporter, translator, or television director in the corresponding information and communication major, it cannot be combined with salary increases or career title promotions for public employees.

(1) Grade I editor - Code: V.11.01.01
- Understand the Party's guidelines, guidelines and policies and the State's laws on specialized fields; Understand the situation and development trends of domestic and world industries and sectors;
- Proficient in specialized operations; understand economic, social, cultural, artistic, and technological issues and apply them effectively in editing;
- Have basic information technology skills and be able to use foreign languages or ethnic minority languages as required by the job position.
(Clause 3, Article 4 of Circular 13/2022/TT-BTTTT)
(2) Editor class II - Code: V.11.01.02
- Master the Party's guidelines, guidelines, and policies and the State's laws on specialized fields; new achievements; important events in political, economic, and social life;
- Proficient in specialized operations; understand economic, social, cultural, artistic, and technological issues and apply them effectively in editing;
- Have basic information technology skills and be able to use foreign languages or ethnic minority languages as required by the job position.

(3) Editor class III - Code: V.11.01.03
- Master the Party's guidelines, guidelines, and policies and the State's laws on specialized fields; new achievements; important events in political, economic, and social life;
- Have an understanding of economic, social, cultural, artistic, and technological issues and apply them effectively in editing;
- Have basic information technology skills and be able to use foreign languages or ethnic minority languages as required by the job position.
