While waiting for the approval of the draft Regulation on the use of the Party flag and the image of the Communist Party of Vietnam, the Central Committee for Propaganda and Training requested agencies and units to note a number of contents as follows:
- Use the Party flag and the image of the Communist Party of Vietnam Party flag, the symbol "Hammer - Sickle" according to the following specifications (with Appendix 01 attached).
Shape and size: The party flag is rectangular; in the middle is the symbol "Hammer - Sickle", the width is 2/3 of the length. Depending on the size, nature of the event, and intended use, choose the appropriate size to ensure the correct ratio between length and width.

"Hammer" and "Sickle" are placed at right angles to each other (no overlap at the intersection of "Hammer" and "Sickle"). The diameter of the "Hammer - Sickle" is 4/10 the width of the flag; the "Hammer - Sickle" is placed in the center of the flag.
The image of "Hammer" is placed 45 degrees above the flag's width; rectangular "Hammer" and "Sickle" handles; the top face of the "Hammer" head forms a straight line with the sharp tip of the "Sickle" blade; the intersection point between the "Hammer" handle and the "Hammer" head forms a straight line with the upper face of the "Sickle" handle; and the bottom point of the "Hammer" handle forms a horizontal line with the bottom point of the "Sickle" handle.
- Color: The background of the flag is bright red (like the color of the National Flag); the Hammer - Sickle icon is bright yellow (like the five-pointed yellow star of the National Flag).
- Directing the inspection, supervision, and careful censorship of the use of the Party flag and its image at all levels and branches; in the press, on the Internet, in social networks, in information and propaganda work, and in political and cultural activities.
