Regarding this issue, LawNet would like to answer as follows:

1. Nature, purpose and principles of monitoring of the Vietnamese Fatherland Front

Nature, purpose and principles of monitoring of the Vietnamese Fatherland Front are specified in Article 25 of the Law on Vietnam Fatherland Front 2015:

- Monitoring by Vietnamese Fatherland Front means the committees of Vietnamese Fatherland Front at all levels engages themselves or requests their member organizations to monitor, examine, assess and make proposals for activities of agencies, organizations, elective delegation, officials and civil servants in the exercise of policies and laws.

- Monitoring by the Vietnamese Fatherland Front is of social nature, representing and protecting lawful rights and interests of the people, detecting and making proposals for the handling of violations, defects, making proposals for amendments, supplements to policies and laws;

Detecting and disseminating new elements, advanced models and positive aspects;

Bringing into play autonomous rights of the people, making a contribution toward the construction of an untarnished and strong state.

- Activities of monitoring are carried out under principles of

+ Ensuring promotion of democracy and participation of the people, members of the Vietnamese Fatherland Front.

+ Implementing openly, transparently, without overlap;

+ Not obstructing the activities of supervised agencies, organizations and individuals.

2. Entities, contents and scope of monitoring of the Vietnamese Fatherland Front

According to Article 26 of the Law on Vietnamese Fatherland Front 2015, the entities, contents and scope of monitoring of the Vietnamese Fatherland Front are as follows:

- Entities subject to monitoring by the Vietnamese Fatherland Front are regulatory agencies, organizations, elective delegation, officials and civil servants.

- Scope of monitoring includes the exercise of policies and laws concerning lawful rights and interests of the people, rights and responsibilities of the Vietnamese Fatherland Front.

- The Committee of Vietnamese Fatherland Front shall preside over monitoring entities and contents as prescribed in Clauses 1 and 2 hereof.

At the request of the Committee of Vietnamese Fatherland Front or as prescribed, socio-political organizations shall preside over monitoring entities and contents as prescribed in Clauses 1, 2, of Article 26 of the Law on Vietnamese Fatherland Front 2015 in direct connection with lawful rights and interests of members, associates, rights and responsibilities of their own organizations.

Other member organizations of the Vietnamese Fatherland Front shall cooperate with the Committee of Vietnamese at the same level shall exercise policies for entities, contents as prescribed in Clauses 1, 2 of Article 26 of the Law on Vietnamese Fatherland Front 2015 in direct connection with lawful rights and interests of the members, associates, rights and responsibilities of their own.

3. Rights and responsibilities of the Vietnamese Fatherland Front for monitoring

Rights and responsibilities of the Vietnamese Fatherland Front for monitoring are prescribed in Article 28 of the Law on Vietnamese Fatherland Front 2015 as follows:

- Cooperate with relevant agencies, organizations in constructing the program, contents, and plans for monitoring; make decisions on the establishment of the monitoring team and organize monitoring activities as planned or required.

- Request agencies, organizations, and individuals monitored to make reports and supply information and documents in connection with the contents of monitoring;

- Give an objective and scientific consideration to issues in connection with contents of monitoring;

- Organize dialogs to clarify proposals after monitoring if necessary or at the request of agencies, organizations, and individuals monitored;

- Make proposals to competent agencies, organizations, and individuals for considerations over measures to protect interests of the State, lawful rights and interests of the people; considerations over responsibilities of agencies, organizations, and individuals for committing acts of violations according to law provisions;

- Promulgate or cooperate with relevant agencies, organization in promulgating document on result of monitoring; take responsibilities for proposals after monitoring;

- Follow up, speed up the handling of proposals after monitoring; request competent agencies, organizations, and individuals to examine responsibilities of agencies, organizations, and individuals for not handling or handling in opposition to law provisions;

- Commend or request competent agencies, organizations to organize praise
